Back in August 2024, Payoneer acquired Skuad. Skuad's expertise enables businesses across more than 160 countries to manage international payroll, remote onboarding, and regulatory compliance with ease. This acquisition strengthens Payoneer’s mission and positions Skuad as a key partner in global Workforce Management (WFM).
This role will be part of our Workforce Management (WFM) business unit, with a strong focus on the Middle East region, including the UAE and surrounding markets.
We are looking for a detail-oriented and proactive HR Operations Specialist to support our Middle East operations, based in Dubai.
In this role, you will manage the end-to-end employee lifecycle for the region — including onboarding, offboarding, employee query resolution, and compliance — ensuring alignment with local labor laws, regional regulations, and service level agreements (SLAs).
You will play a critical role in delivering a seamless experience for employees, clients, and internal stakeholders across the Middle East.
Manage end-to-end onboarding and offboarding processes for Middle East countries in line with defined SLAs
Coordinate with internal teams, clients, and regional third-party vendors to ensure smooth employee transitions
Trigger communication workflows and ensure all employment documentation meets local compliance requirements
Act as a first point of contact for HR-related queries from employees and clients in the Middle East
Resolve requests in a timely, professional, and empathetic manner
Collaborate cross-functionally with payroll, legal, finance, and tech teams to resolve complex issues
Maintain accurate documentation and response logs for audits and continuous process improvement
Stay up to date with UAE and Middle East labor laws, visa requirements, and statutory regulations
Ensure all HR processes, contracts, and documentation are fully compliant with local employment legislation
Partner closely with legal and compliance teams to implement policy and regulatory updates
Track and monitor SLAs related to onboarding, offboarding, and employee support tickets
Prepare weekly and monthly operational reports highlighting performance, trends, and resolution metrics
Identify process gaps and recommend continuous improvement initiatives to enhance efficiency and employee experience
Solid understanding of HR operations and Middle East labor laws, particularly UAE employment regulations
Strong communication skills with the ability to manage multiple stakeholders across regions
Comfortable working in a fast-paced, global, and multicultural environment
Detail-oriented with strong organizational and problem-solving skills
Familiarity with HR systems such as Zoho People, BambooHR, or similar platforms is a plus
