General Summary:
We are seeking a highly skilled and visually creative Geographic Information Systems (GIS) Specialist to provide technical, analytical, and mapping expertise in the creation, management, analysis, and dissemination of geographic data. The GIS Specialist will support various projects across DART’s Development Department, including development, rollout, and support of DART’s new real estate management software. The ideal candidate will create and manage spatial datasets; perform spatial analysis; produce high-quality maps and visualizations; collaborate with internal and external stakeholders to identify and recommend effective GIS solutions; support decision-making through data-driven insights; and provide leadership in the use of GIS software, tools, and related technologies.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES
GIS System Administration and Support
- Improve, update, and maintain DART’s GIS applications.
- Manage licenses and support end-user utilization.
- Coordinate with IT staff to ensure compliance with security protocols.
- Collaborate with IT and vendor partners to support third-party integrations and ensure system interoperability.
- Troubleshoot GIS software, hardware, and other related technologies.
- Design and deliver training for GIS software, tools, and applications for Development Department staff.
GIS Analysis and Data Production
- Develop and implement strategies for data collection, management, and quality control.
- Convert a variety of input formats (CAD, paper, tabular databases, GPS) into enterprise GIS datasets.
- Develop, maintain, and update complete and accurate GIS metadata.
- Collect, organize, and analyze internal and external GIS data from a variety of sources to contribute to informed agency decision-making.
- Create and publish accurate maps, reports, and other materials that clearly and effectively communicate complex information.
- Collaborate with DART staff, contractors, and consultants to support various data and mapping projects.
- Assist end-users with map creation, display, authoring, publishing, and maintenance.
Innovation and Technology Advancement
- Stay current with emerging GIS technologies, particularly ESRI products, and proactively incorporate new tools and methods into practice.
- Continuously explore innovative applications of GIS to improve data quality, analysis, visualization, and decision support.
- Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree in Geography, Urban Planning, Computer Science, or a related field preferred.
- Minimum of three (3) years hands-on experience with ArcGIS software and applications, including ArcGIS Pro and ArcGIS Online.
- Strong technical skills in data collection, analysis, and database development, including proficiency in one or more languages such as Python, ArcPy, R, and VBA.
- Excellent communication, analytical, and problem-solving skills.
- Exceptional attention to detail.
- Demonstrated personal commitment to staying current with emerging GIS technology, particularly ESRI products, and to proactively incorporate new tools and methods into practice.
- Proficiency with additional urban design-related software such as AutoDesk’s AutoCAD, Revit, and Forma; and ESRI’s CityEngine, ArcGIS Urban, and Parcel Fabric.
- Proficiency with graphic design, visualization, and collaboration software such as Adobe Illustrator, Adobe InDesign, SketchUp, Miro, etc.
- Experience with data migration, spatial analysis, and system integration.
- Understanding of real estate development, urban planning, transportation planning, or related fields.
- Municipal or other public agency experience preferred.
- Ability to work independently and as part of a team.
- A focus on quality, attention to detail, and accuracy.
- Familiarity with surveying, spatial data, remote sensing, and geo-spatial analysis techniques.
- Elevated level of written and oral communication skills. The ability to write clearly and succulently in a variety of communication settings and styles.
- Ability to be dedicated, provide, and meet the expectations and requirements of internal and/or external customers.
- Ability to use logic and methods to solve difficult problems with effective solutions
- Demonstrated ability to accept and carry-out progressively increased responsibilities
- Experience in project management and GIS application development will be an added advantage.
WORKING CONDITIONS
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
