The primary purpose of this position is to provide entry level to mid level civil engineering expertise to cradle-to-crave programming, design, and construction management of multi-system projects at the Air Force Test Center (AFTC) in a developmental capacity as a general engineer, civil engineer, mechanical engineer or electrical engineer.

Major Duties:

  • Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of general, civil, mechanical or electrical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. Coordinates the preparation of and reviews architect and engineer (A&E) statements of work (SOW). Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for Professional Engineering Positions. Basic Requirements for 0801, 0810, 0830, & 0850: You must meet one of the following qualification requirements described in Education below in order to qualify for the 0801, 0810, 0830, or 0850. All academic degrees and course work must be from accredited or pre-accredited institution. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience includes professional knowledge of civil engineering programming, design and construction management, architect and engineer (A&E) statements of work (SOW).. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: 2 years of experience in engineering or construction management desired. Fundamentals of Engineering or Engineer in Training certification desired. Experience in Project Management including generating Statements of Work, Individual Government Estimate (IGE), Request for proposals, and technical evaluations for projects. Knowledge of standard federal contracting regulations, practices, and procedures preferred. Ability to plan and organize work and coordinate the work of other engineering disciplines and architects. Experience in conducting all pre-jobsite walkthroughs, jobsite safety and quality inspections. Professional knowledge of a broad range of engineering concepts, principles, and practices related to infrastructure engineering (primarily civil, mechanical, and electrical engineering) and extensive familiarity with other related engineering disciplines and architecture to manage engineering projects and programs, determine compliance with various requirements, and recommend timely and economical solutions to complex engineering problems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a broad range of mechanical engineering concepts, principles, and practices and extensive familiarity with related engineering disciplines and architecture to manage engineering projects and programs, determine compliance with various requirements, and recommend timely and economical solutions to complex engineering problems. 2. Knowledge of standard federal contracting regulations, practices, and procedures. 3. Knowledge of automated data processing concepts, system capabilities, and economic usage to effectively accomplish assigned engineering and program management functions. 4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards and regulations and of environmental principles, practices, procedures, laws, regulations, and current legislative issues. 5. Knowledge of program planning and budgeting cycles, financial control and budget systems, and management. 6. Knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. 7. Ability to plan and organize work and coordinate the work of other engineering disciplines and architects. 8.
