Job Summary: A successful candidate in this position will serve as a General Engineer/Physical Scientist (Facilities Engineer), assuring the administration, guidance, compliance, and execution of departmental and contractor programs for facilities.
Major Duties:
Qualifications: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. NN-04, GS-14. Specialized experience for this position is defined as assuring the administration, guidance, compliance, and execution of departmental and contractor programs for facilities. This includes the following; 1) The planning, implementation, and management of real and personal property; maintenance; plant rearrangements and modifications; new construction; equipment installations, repairs, and dispositions; site development and space utilization; utility conservation and usage; budgeting procurement, grant administration; and landlord coordination. 2) Provides technical and administrative support to management. 3) Provides guidance and direction to support personnel, and the M&O contractor while performing administrative functions related to the operation of leased and owned facilities. Facilities - Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support manufacturing activities. Project and Program Management - Direct, coordinate, conduct and evaluate activities in support of DOE/NNSA's missions and other U.S. Government priorities. Contract oversight - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, as required for proper oversight of contractor work, including monitoring and inspecting costs, work, and performance. Risk Management - Knowledge of the concepts, principles, and theories of Risk Management and their practical applications. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
