Lead the PGS capital program and standard processes for PGS, consisting of the following primary elements;
Lead key strategic projects for PGS – from feasibility to concept through to Design, Construction, Commissioning & Verification
Peer review scope and cost estimates as well as project set up, resourcing and planning, for other major projects led by site engineering teams as needed

Deliver engineering input for transaction due diligence and new product launch and
Lead Strategic Capital Investment Program (SCIP) governance
Maintain capital investment benchmark database (including PGS and competitor information)
Own, Execute and Deliver Strategic Projects in PGS Sustainably
Directly manage strategic capital projects identified by Tier 6 leadership as critical to PGS strategy and performance
Lead projects from feasibility and concept development through detailed design, construction, commissioning, qualification/verification and handover to operations
Ensure robust business case development, scope definition, cost estimating and risk management across the full project lifecycle.
Support operations through operational readiness, start‑up and early life support to ensure delivery of intended business outcomes
Provide Engineering Oversight and Peer Review for Major Site‑Led Project
Provide independent peer review and technical oversight for major capital projects led by site engineering teams, as required.
Review and challenge project scope, cost estimates, schedules, resourcing strategies and execution plans to ensure alignment with PGS standards and strategic intent
Support strong project set‑up during feasibility and early design phases, ensuring risks, assumptions and constraints are clearly understood and managed.
Drive close collaboration with site project teams to ensure a “one‑team” execution approach and consistent application of standards
Standardized Project Execution and Capital Processes
Drive project execution for key strategic projects in line with the Capital Project Management Process (CPMP) methodology.
Establish and maintain a consistent PGS approach to feasibility studies, conceptual design, cost estimating, design management, construction management, CQV and operational readiness.
Own and maintain capital project lifecycle guidance documents, CPMP discipline tools and standard templates.
Establish, track and manage key project and portfolio performance metrics to drive predictability and continuous improvement
Safety Leadership for Projects and Construction
Provide visible safety leadership and clear expectations for capital projects across PGS.
Lead the standard approach to project and construction safety, embedding safety by design principles throughout the project lifecycle.
Deploy and sustain safety visual standards and standardized practices for high‑hazard work.
Establish consistent approaches to construction safety and commissioning safety, aligned with PGS and enterprise EHS requirements
Strategic Cost Development and Scenario Planning Support
Develop directional cost estimates, assumptions and ranges to support strategic scenario planning and long‑range capital discussions.
Provide engineering and cost input to evaluate alternative investment scenarios, capacity strategies and technology options.
Ensure assumptions, uncertainties and sensitivities are transparent and suitable for executive decision‑making
Quality Revolution Leadership – Facilities, Equipment Lifecycle Management and Equipment Facilities Utilities Qualifications
Provide leadership for the Quality Revolution agenda related to Facility and Equipment Lifecycle Management (FEL) as well as Equipment, Facilities and Utilities Qualification (EFUQ) across PGS.
Sponsor the development, deployment and sustainment of (FEL) management as well as (EFUQ) capabilities as Business as Usual.
Ensure alignment of all management practices with quality, compliance and operational performance objectives.
Maintain FEL and EFUQ GSOPs and GWIs in accordance with Quality Revolution lifecycle requirements.
Engineering Support for Transactions and New Product Introduction
Deliver engineering and capital input to support transaction due diligence activities, including divestments, acquisitions and site transfers.
Assess facilities, utilities, equipment condition, compliance status, lifecycle risks and capital requirements.
Provide engineering input and leadership support for new product launches, ensuring facility, utility and equipment readiness
Strategic Capital Investment Program (SCIP) Governance
Lead and maintain governance for the Strategic Capital Investment Program (SCIP) across PGS.
Establish standard governance processes, decision frameworks and review cadences to support prioritization and investment decisions.
Partner with Finance, Strategy and PGS leadership to ensure capital allocation aligns with strategic objectives and value creation
Capital Benchmarking and Market Intelligence
Maintain and continuously improve the capital investment benchmark database, incorporating internal PGS data and external competitor and industry information.
Leverage benchmarking insights to inform cost estimating, strategic planning, investment decisions and continuous improvement initiative
Management of External Partner
Lead and grow partnerships with key external service providers, including A&E firms, CQV partners, construction management firms and key equipment vendors, aligned with global procurement strategies.
Ensure external partners are deployed effectively to support capacity, capability and strategic objectives.
Engage partners to bring forward industry trends, innovations and best practices in design, construction, CQV and cost management
Stakeholder and Leadership Relationship Management
Maintain strong partnerships with Operations, GTEL, S&EO, Strategy, Finance and Procurement.
Ensure alignment with PGS leadership priorities, strategies and business plans.
Establish clear project and portfolio governance structures, standard reporting and executive communication
Here Is What You Need (Minimum Requirements)
Applicant must have a bachelor's degree with at least 12 years of experience; OR a master's degree with at least 10+ years of experience; OR a PhD with 7+ years of experience
Solid project management fundamental skills of budget forecasting, risk management and project management.
Broad and diverse understanding of the full technical and business processes required when taking an idea from concept to a licensed GMP facility
Experience with large project procurement and construction approaches.
Commissioning, Qualification, start-up and operational readiness experience within a pharmaceutical GMP manufacturing environment.
Bonus Points If You Have (Preferred Requirements)
Experience in direct site operations in production and engineering.
Experience in a network leadership role, supporting capital projects on multiple sites in the network.
Experienced in managing in a matrix organization, and effective in engaging with all other functions and leadership
Comfortable addressing conflict and difficult situations that are necessary to keep the projects on schedule and also keep colleagues safe and engaged
Experience with large project procurement and construction approaches.
Commissioning, Qualification, start-up and operational readiness experience within a pharmaceutical GMP manufacturing environment.
