Major Duties:

  • Conduct research of financial laws and regulations to determine proper eligibility of financial entitlements. Analyze operational trend statistics for the improvement of broad financial management issues.
  • Develop policy, procedures and systems improvement recommendations based on changing legislative requirements and statistical data. Analyze the financial systems impact of changes in laws, policies, and procedures.
  • Apply financial management analysis knowledge to regulatory and statutory requirements in order to identify operational problems in an automated system environment.
  • Apply internal policy changes to work processes to ensure financial regulatory compliance.
  • Interpret changes to financial legislation and/or internal policy guidance to assess impact on current business practices or systems.
  • Provide guidance to financial and program managers on the interpretation of financial management policies and procedures.
  • Duties will be developmental in nature when the position is filled below the full performance level.

FOR ENTRY AT THE GS-7 LEVEL: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Reviewing financial data, insuring that internal controls are in place to protect integrity and validity of data and financial systems; identifying operational problem conditions, discrepancies, identifying their source; and recommending the necessary course of action. FOR ENTRY AT THE GS-9 LEVEL: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Providing technical advice regarding financial system operating problems; reviewing and analyzing reports and systems output; assist in testing and evaluating financial systems to ensure they meet design and operating goals; providing financial systems knowledge to more senior specialists to help them carry out the finance mission. FOR ENTRY AT THE GS-11 LEVEL: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls. FOR ENTRY AT THE GS-12 LEVEL: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Using qualitative and quantitative methods for the assessment and improvement of financial management systems and processes; understanding of project management principles, tools, and techniques; and providing advice on financial management policies and objectives as they relate to the Robotic Process Automation initiatives, activities and process improvements. ** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. ** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
