The primary purpose of this position, FINANCIAL SPECIALIST, NH-0501-03, is to serve as the Financial Specialist in support of the United States Visting Forces (USVF) Military Construction (MILCON) program execution in the United Kingdom on behalf of US Air Force and all Department of Defense agencies through a variety of funding sources.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-11, NH-02, or equivalent in other pay systems. Examples of specialized experience includes the formulation, development, and execution of budgets; cost analysis, and providing financial advice on complex financial issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of structure, programs and work methods of organization (s) for budgeting work. 2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides. 3. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines, and regulations. 4. Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements. 5. Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies. PHYSICAL EFFORT: The work is sedentary. May require some walking, standing, bending, carrying and/or lifting of light items like papers or books. No special physical demands are required to perform the work. WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated, and ventilated. This is an acquisition demonstration project position, NH-0501-03, equivalent to the GS-12/GS-13, WITH A TYPICAL SALARY RANGE OF $75,706.00 to $117,034.00.
