The primary purpose of this position is to serve as a financial management specialist in the installation's budget office, performing a variety of customer service representative (CSR) duties and budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

Qualifications: In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, NHII Financial Management Specialist. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH I (GS-04), or equivalent in other pay systems. Examples of specialized experience includes produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately. OR EDUCATION: I have successfully completed 4-year course of study leading to a bachelor's degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combination of successfully completed post High School education and experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the next lower broadband NH-I (GS-04) level is required to meet the time-in-grade requirements for the NH-II level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and theories of Financial Management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. 2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5. Ability to communicate factual and procedural information clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. And ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. 6. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. And ability to plan and organize work and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
