Job Summary: This position is in the Budget Execution Division (FMDE), Financial Management Directorate (FMD), Washington Headquarters Services (WHS). The Division executes budgets for the Office of the Secretary of Defense, Washington Headquarters Services, U.S. Court of Appeals for the Armed Forces, and Defense Legal Services Agency. It certifies funds, performs execution reviews, controls funds, analyzes reports, reconciles Treasury cash, and manages reprogramming and inter-agency transfers.

Major Duties:

Incumbents typical work assignments may include the following: Responsible for advising senior management and OSD customers on all OSD O&M funding and acquisition issues. Provides support/direction to analysts processing other appropriations within the OSD account. Monitors and controls the receipt of and/or the submission of budget and accounting reports for allocations and allotments for OSD and WHS. Prepares various budget execution reports used to monitor execution of allocated funding. Contacts subordinate reporting components as needed to obtain explanations of unusual deviation and variations in reported data, particularly expenditures which must be reconciled with Treasury cash at the appropriation level. Supports the tri-annual review of un-liquidated obligations for all OSD and WHS allocations. This involves corresponding with numerous accounting offices and accomplishing a review of their funding and un-liquidated obligations and posting to a funding source within a spreadsheet. Provides OSD customer base technical guidance and advice on all phases of the Planning, Programming, Budget, and Execution Process (PPBES).

Qualifications: In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-07 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-05 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Assist in the monitoring of budget and accounting reports to track organizational allocations and allotments. To include reviewing basic cash and funding transactions for accuracy and completeness and preparing initial documentation to adjust or correct standard financial entries. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Analyze accounting transaction histories using automated financial systems to identify erroneous or questionable accounting entries. To include reconciling expenditure data with cash accounts at the appropriation level and contacting reporting components to resolve unusual variations in reported data. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Advise senior management on complex funding and acquisition issues throughout all phases of the Planning, Programming, Budget, and Execution (PPBE) process. To include evaluating expired and unexpired appropriation funding to recommend reprogramming actions and resolving complex accounting errors through coordination with other offices and external Defense Agencies. FM Certification Requirement: In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
