Major Duties:

  • Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.
  • Applies financial management analysis knowledge of automated systems and related regulatory and statutory requirements to identify financial management problems.
  • Examines a wide variety of documents, records, and related reports, and processes, to determine whether performance has been in accordance with GAO procedures and appropriate regulations.
  • Performs quality control examinations of operations, policies, procedures, and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems.
  • Performs analysis and makes recommendations for corrective or enhancement actions to ensure the adequacy of the internal control operations.

Qualifications: This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. To Be Hired At The GS-7 Entry Grade Level, Applicants Must Minimally Have: One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Experience performing core functions within an automated financial system, including accurate data entry, processing transactions, and retrieving information. Verifying the accuracy and completeness of financial documents while maintaining organized records. Supporting the team by gathering financial data and learning to identify and report basic transactional errors. To Be Hired At The GS-9 Entry Grade Level, Applicants Must Minimally Have: One year of specialized experience equivalent to the GS-07 grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations. Specialized Experience Is Defined As: Proficiency in use of automated financial systems to analyze and validate transactions, records, and reports. Analyzing financial data to help identify discrepancies or issues in records and reports. Supporting senior analysts by examining financial processes and contributing to reports on findings. To Be Hired At The GS-11 Entry Grade Level, Applicants Must Minimally Have: One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations. Specialized Experience Is Defined As: Demonstrate experience in analyzing and evaluating financial functions, processes, and systems to ensure accuracy, adequacy, and compliance with regulations. Possess expertise in applying knowledge of automated financial systems and statutory requirements to identify and resolve issues such as inadequate fund control or inaccurate reporting. Ability to develop formal reports with recommendations, provide technical financial advice to various directorates, and perform quality control to improve internal operations. This position is developmental and selections may be made at the GS-7, GS-9 and GS-11 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-9 and GS-11 grade levels without further competition. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
