Job Summary: This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

This position is located in the Office of Community Planning and Development (CPD), within the Office of the DAS for Field Operations. CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. The Office of the DAS for Field Operations provides an expert level of analysis and oversight on financial matters concerning CPD programs and grantee financial systems. As a Financial Analyst, you will: Serve as an expert-level resource on their Regional Management Team on matters relating to financial management issues. Provide oversight and monitoring of all assigned programs and functions within the associated CPD region. Provide financial management assistance in the implementation of programs assigned regionally and nationally. Ensure that Office financial management systems are fully implemented and used to prevent or identify issues of waste, fraud and abuse, identifying process improvements as necessary. Responsible for the analyses of financial reports, periodic statements and balance sheets from local entities receiving HUD assistance.

Qualifications: You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Providing comprehensive financial management experience with community development programs; AND - Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND - Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking; AND - Conducting and reporting of indirect cost plans or cost allocation plans. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
