Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Major Duties:

  • The Facility Program Manager supervises and is responsible for the comprehensive professional and administrative oversight of the Compounded Sterile Preparations (CSP) Program for the Gulf Coast Veterans Health Care System (GCVHCS). This includes direct supervision of all programmatic activities and personnel across the medical center and associated Community Based Outpatient Clinics (CBOCs), encompassing compliance with USP 795, USP 797, and USP 800 standards for sterile and hazardous drug compounding. Major duties: Supervises, assigns, and coordinates Clinical Pharmacy Specialist (CPS) Program pharmacists and pharmacy technicians according to evolving departmental requirements. Supervises all aspects of the CSP Program, including planning, scheduling, and assigning work, as well as supervising employees involved in sterile and non-sterile compounding. Ensures production output, accuracy standards, and regulatory compliance are met, while providing performance appraisals, approving leave, and initiating disciplinary actions as necessary. Directs and manages pharmacists, technicians, trainees, and supporting staff involved in compounding operations. Ensures team competency through ongoing education, training, and observation. Maintains strict adherence to regulatory requirements, emphasizing high-risk operations impacting patient safety. Develops, reviews, and enforces policies and procedures in alignment with VA, Joint Commission, EPA, OSHA, NIOSH, and USP standards. Assures facility-wide compliance and environmental control in all compounding areas. Conducts annual documented reviews of policies, per USP 800 standards. Monitors compounded sterile preparations and hazardous drug management, including storage, testing, and incident reporting. Coordinates with internal and external laboratories and contractors, ensuring prompt and documented actions on test results and incident reports. Provides and coordinates comprehensive education for all staff and trainees in CSP and hazardous drug management processes. Serves as a subject matter expert in all pharmacy operational areas, including medicine, surgery, geriatrics, total parenteral and peripheral parenteral nutrition (TPN/PPN) preparation, and chemotherapy regimen review. Recommends and assesses drug therapies and supports clinical decision-making. Leads specialized projects and assignments requiring advanced pharmacy knowledge to address emergent issues, program improvements, or operational challenges. Demonstrates advanced competency in people/program management, standard setting, performance evaluation, disciplinary recommendations, and continuing education facilitation. Serves as consultant to Pharmacy Service and other health care teams for evaluating and improving patient care delivery. Assesses, plans, and integrates pharmacy programs within the broader health care delivery system, participating in strategic planning and ensuring compliance with practice standards. Provides oversight for IV/Chemotherapy programs, including training, staff competency, facility/lab certification, and regulatory compliance per USP 797/800 and OIG guidelines. Manages record keeping for drug distribution operations, including competency assessments, documentation logs, quality assurance, regulatory reporting, and system data (AMIS, VistA), meeting all required deadlines. Monitors and certifies purchase card reconciliations and payment charges within established timeframes and regulatory guidelines. Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. English Language Proficiency: Pharmacists must be proficient in spoken and written English. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Facility Program Manager Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
