Job Summary: The primary purpose of this position is to serve as a Civil Engineer (CE) Operations Flight Workforce Manager. To provide customer interface and receive, review and process all CE service requests associated with worked performed in facilities base-wide with the appropriate IT system. Functions include applying Asset Management Principles and Fundamentals in coordinating, assisting in the development, and balancing work schedules for maintenance and/or repair of facilities.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards GENERAL EXPERIENCE: Applicants must 3 years of progressively responsible general experience, 1 year of which was equivalent to at least GS-4,at least one year of which is equivalent to Federal experience at the next lower grade (NH-1601-01) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. An example of creditable general experience demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work and communicate effectively orally and in writing. NOTE: Due to the use of 120 day rosters; general experience maybe completed within 120 days of the closing of this announcement OR EDUCATION: 4-year course of study leading to a bachelor's degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the education and experience listed above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities; rules procedures, and operations applicable to real property management and financial management. 2.Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures, knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, systems capabilities, and economic usage to effectively accomplish assigned functions. 3. Knowledge of safety, security and environmental standards, regulations and requirements and how to apply them. 4. Skill in preparing FM program reference material and training presentation and tracking training currency for all assigned FMs. 5. Skill in collecting, organizing, analyzing, sorting, associating and filtering data from one or more sources using spreadsheets, databases, or other data manipulation tools (macros, formulas, pivot tables, charts) to portray trends findings, visualizations and build effective presentations to support and drive decision making. 6. Ability to communicate effectively both orally and in writing to brief supervisor, committee and other groups; gather information and prepare analyses of problems and reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
