Major Duties:

  • You will perform and ensure periodic inspections, assessments, and surveys of explosives facilities, equipment and operations to identify and resolve program compliance variances.
  • You will develop and recommend specialized alternative courses of action to resolve hazardous conditions, unsafe work practices, and program compliance variances where current procedures are not currently applicable.
  • You will assist in the development and review of explosives operation Standard Operating Procedures.
  • You will recognize risks and recommend appropriate measures to prevent unnecessary personnel exposure and eliminate or control hazardous operating conditions.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing a comprehensive explosives safety management program to oversee the safe and efficient handling, storage, transportation, disposal, and treatment of explosives; developing safety articles, bulletins, and pamphlets for use by personnel in support of training; AND analyzing safety gaps, deficiencies, and program compliance variances to develop explosives safety compliance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Within 24 months of appointment, the incumbent must meet the following initial training requirements for MARCORSYSCOM ESO certification: AMMO-36, Explosives Safety for Naval Facility Planning AMMO-45, Introduction to Ammunition AMMO-76, Identification of Ammunition AMMO-49, Naval Explosives Safety Managers/ Supervisors Orientation AMMO-67, HAZMAT Familiarization and Safety in Transportation AMMO-68, Military Munitions Rule AMMO-74, Explosives Safety Officer Orientation Course The following additional courses must be completed within 48 months of appointment as ESO: AMMO-29, Electrical Explosives Safety for Naval Facilities AMMO-43, Intermodal Dry Cargo Container/CSC Re-inspection AMMO-51, Naval Motor Vehicle Inspection
