About Human Resources & Organisation Development

You will be part of a dynamic Human Resources & Organization Development team that formulates and implements people initiatives to support business strategies and maximize the potential of our employees.

This role spans across two key teams within HROD:

1) Talent & Leadership Development (TLD), which supports EDB officers' growth through the development of core, functional, and leadership competencies. TLD oversees the competencies framework, individual development plans, and feedback tools to ensure holistic development of EDB officers. At the same time, the team designs and implements a variety of individual, team, and organisational level capability development interventions to enable officers to effectively execute EDB's strategies and fulfil EDB’s mission.

2) Organisation Development (OD), which develops and executes the organisation's employee engagement / well-being, culture / identity and transformation strategies. This team focuses on organisational effectiveness, change management, and creating initiatives that strengthen EDB's culture / identity and enhance overall organisational performance.
Both teams work closely with senior management to shape EDB's organisational structure and talent profiles. You will contribute to both domains, gaining exposure to comprehensive people development strategies that span individual capability building and broader organisational initiatives.

[What you will be working on]

Responsibilities include but are not limited to the following: 

  • Develop, maintain, codify templates and SOPs for Talent Leadership and Development and Organisation Development processes

  • Manage end-to-end operational needs for in-house programmes and events including but not limited to registrations, enrollment, logistics and training material coordination, vendor liaison, payment processing and addressing policy enquiries

  • Assess learning delivery effectiveness through feedback collection and session observations

  • Maintain accurate training records, manage procurement of programmes and vendor, and monitor utilisation and budget, where required  

  • Co-facilitate the new employees onboarding programme to ensure a consistent and impactful outcome

  • Plan and execute engagement events ensuring seamless delivery and positive employee experience

  • Support the development and updating of digital assets including drafting of storyboards and content updates

  • Design and execute internal communications to promote learning initiatives, development opportunities and corporate events ensuring effective stakeholder engagement and participation

  • Restructure and update existing HR policy repository based on UX principles and structured content architecture

[What we are looking for]

We are looking for a versatile candidate who is both practical and imaginative in problem-solving across the learning and development and organisation development in EDB. This include developing an understanding for and discovering the jobs-to-be-done by different groups and individuals. The candidate will need to engage stakeholders effectively through written and spoken communication and accurately represent their asks and needs to others.

 

As the role spans across multiple teams, the candidate will need to be strong in time management and able to prioritize work well.

  • At least 2 years of relevant experience in learning delivery and administration for workplace learning within organisations, and event/ programme coordination and execution

  • Experience in end-to-end event management for internal and external programmes, including logistics coordination, budget management, and vendor relationship management

  • Experience in process re-design to streamline operational workflows and development of standard operating procedures; and digital content development to enhance employee experience

  • Good communication and stakeholder engagement skills

  • Ability to collaborate effectively across multiple teams and departments to ensure alignment with broader organisational objectives

  • Meticulous and adept in organisation and preparation of data for analysis and presentation

  • Familiarity with graphic design and the development of digital publications and/or learning development and/or organisational development in the government sector would be an advantage
