The Executive Director (ED), Alliance Development, will be an integral part of the U.S. Policy and Government Affairs (USPGA) leadership team and is charged with developing and executing strategic alliance building from a federal and state government affairs and policy perspective to drive alignment and support for BMS priorities among key third party partners. The ED will drive achievement of BMS enterprise, commercial and USPGA goals through thoughtful, durable and long-lasting alliances between BMS and patient groups, provider groups, think tanks, trade associations, thought leaders, and other key stakeholders to support and progress U.S. federal and state policies that impact the company and our patients.
The successful candidate will lead a team of federal and state alliance colleagues, while identifying where appropriate third-party stakeholder collaborations can advance shared priorities on a wide range of healthcare topics including access, value and equity. A critical goal for the Alliance Development team is to be viewed as the key resources for patient groups, provider groups, think tanks, trade associations in the development of policies and messaging on issues of importance and relevance.
The ED will also communicate and collaborate directly with senior corporate leaders and should be positioned to seek out and secure high-value opportunities to integrate and highlight BMS’ leadership and initiatives externally on relevant boards, and at key alliance conferences and summits.
Last, the successful candidate should possess extensive understanding of U.S. government affairs, particularly as it pertains to Congress, the Executive Branch, and State Legislatures, and have experience working with advocacy and patient groups making and influencing policy. Deep and pre-existing networks in the beltway trade association, patient group, and think tank communities will be key to the success of this position, along with strong knowledge of current public policies impacting the U.S. biopharmaceutical industry.
Key Responsibilities
Serve as a member of the USPGA leadership team and drive achievement of high impact organization approved goals
Lead and manage a team of approximately 11 federal and state alliance development staff in Washington, DC and throughout the country
Develop, implement and executive comprehensive alliance and advocacy strategies that reflect business priorities that support key business objectives for inline and pipeline products
Position BMS as the key resource to inform stakeholders (patient groups, provider groups, think tanks, trade associations) in the development of policies and messaging on issues of importance and relevance.
Actively participate in strategic planning with key trade associations, patient groups, think tanks, coalitions and other key partners to ensure political and policy alignment with BMS business priorities
Build, maintain and expand relationships with relevant leaders at key third-party groups
Develop plan to engage corporate executives more visibility with key third party partners to build and strengthen BMS’s visibility and leadership within these groups and the broader stakeholder community
Collaborate with internal stakeholders to develop comprehensive advocacy strategies and oversee and ensure an effective, key influential stakeholder outreach program
Represent BMS in industry forums, and serving as an external representative of the company on US policy matters in from of key stakeholders.
Manage external consultants, ensuring they are informed and aligned to organizational objectives
QUALIFICATIONS & EXPEREINCE
Minimum 15 – 20 years of experience in Alliance Development/Government Affairs working in the healthcare industry and/or with key third party partners
Proven track record driving consensus among key healthcare and trade association alliances
Comprehensive understanding of the biopharmaceutical business model/industry
Successful leadership experience running and managing advocacy teams in a corporate, association, and/or Capitol Hill/Administration setting
Understand the current external challenges and approach them with optimism, integrity, and passion for creating real and sustainable change
Proven ability to translate complex technical topics into understandable messages for internal and external audiences
Proven ability to work collaboratively, foster teamwork and drive performance. Must demonstrate excellent networking and relationship-building skills and the ability to interact with confidence with various levels and functions
Candidate must possess excellent presentation, written, oral, communication skills and interpersonal skills, as well as proven management and leadership experience
Must possess strong executive presence and be able to interact with senior leaders confidently to garner trust and offer strategic counsel
Excellence in leading people with strong emotional intelligence and a focus on people development are preferred; flexible team member with positive attitude, energy and ability to prioritize projects
Proven ability to manage complex budgets and balance strategic thinking with operational excellence
Excellent organizational skills and consistent attention to detail
Washington, DC based with domestic travel required (up to 20%)

Compensation Overview:
The starting compensation range(s) for this role are listed above for a full-time employee (FTE) basis. Additional incentive cash and stock opportunities (based on eligibility) may be available. The starting pay rate takes into account characteristics of the job, such as required skills, where the job is performed, the employee’s work schedule, job-related knowledge, and experience. Final, individual compensation will be decided based on demonstrated experience.
