Qualifications: In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis Series (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include Mastery knowledge and analytical skills to assess current missions, functions, capabilities, organization, interrelationships, and operations of the Department of Defense, Joint Staff, Secretary of the Air Force Chief of Modeling and Simulation Office, HQ Air Force, respective Coalition Forces HQs, US Space Force, US Special Operations Command, US Strategic Command, US Transportation Command, US Cyber Command, HQ Joint Special Operations Command, HQ Air Combat Command, HQ Air Force Special Operations Command, HQ Air Mobility Command, HQ Air Force Global Strike Command, HQ Air Force Materiel Command, HQ Pacific Air Forces, HQ United States Air Forces in Europe, HQ Air Forces Central, HQ Air Forces South, HQ Air Forces Space, USAFWC, Air Force Operational Test & Evaluation Center, Air Force Research Laboratory, Department of Energy, Nevada National Security Site, National Intelligence Community, Office of the Director of National Intelligence, Defense Intelligence Agency, National Reconnaissance Office, National Security Agency, National Geo-Spatial Intelligence Agency, Federal Bureau of Investigations, Central Intelligence Agency, Office of Naval Intelligence, National Air and Space Intelligence Center, Missile and Space Intelligence Center, Unified Commands, Component Commands, Interagency, National Guard, Air Reserve Component, and Air Force wings, groups, flying squadrons, and air operations centers; Extensive knowledge and ability to manage engineering and related technical programs sufficient to serve as a nationally recognized subject matter expert in state-of-the-art modeling and simulation, operational test and evaluation, advanced program integration, TTP development, verification, validation, and accreditation, and high-end advanced combat air force weapon system training and education to develop warfighting professionals at the tactical and operational level of warfare; Comprehensive knowledge and broad background in live, virtual, and constructive exercises, engineering, program management, operations research analysis, test and evaluation, the federal and Air Force acquisition processes, data collection and analysis, advanced programs, cybersecurity accreditation, and a complete understanding of the organization's test and training missions and strategies; Professional knowledge of DoD and interagency security policies and procedures, national and international political sensitivities and international treaties relating to development of air and space power, and military law as it pertains to space, joint doctrine, joint plans, policies, and practice; Expert knowledge of Joint air, space, and cyberspace warfighting capabilities, as well as electronic warfare and electromagnetic spectrum management, sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature; Extensive knowledge of the Joint Simulation Environment and synthetic infrastructure, live test range capabilities to include time, space, position instrumentation systems, and threat systems and targets to enable the development of new and novel approaches in both live and synthetic test and training events; Expert knowledge of current concepts, USAFWC staff related duties, theories, principles, practices, approaches, and initiatives in national and tactical requirements, programs, policy, training, and operations to assess and ensure quality, validity, propriety, and impact of integrated operational capabilities and requirements; Expert knowledge and experience with the integration of Special Access Programs and Sensitive Compartmented Information in Joint and Air Force operations; and Working knowledge of security regulations, practices, and procedures to assist subordinates in establishing and operating internal security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of National, Joint, DoD, Air Force structures, organizations, missions, roles, functions, interrelationships and operations that govern, interface with, and or/influence USAFWC missions. Demonstrated ability to lead and coordinate highly visible and complex tasks, to create a collaborative environment for evaluation, deconfliction, and fusion of requirements, and to develop and advocate a shared vision and purpose among various entities. Extensive knowledge of Air Force operational test and evaluation; Combat Air Force weapon systems; development and validation of new concepts relative to advanced training and tactics, techniques, and procedures; concepts, principles, practices and applicable code, regulation, policy, and issues. Professional knowledge of a broad range of operational test, engineering, modeling and simulation, and analytical disciplines; the ability to understand and analyze modern weapon systems entering the Air Force; and the expert skills needed to integrate operational requirements into current high-end advanced training, testing, exercises, and tactics, techniques, and procedures development in both live and synthetic environments. Comprehensive knowledge of Air Force and DoD acquisition policies, structure, concepts, principles, practices, regulations, and issues that impact requirements development, procurement, test and evaluation, and operations; possesses the skills to plan, organize, and direct actions associated with various aspects of advanced training technology review and implementation to include program management, contracting, financial management, configuration management, integration, and test. Mastery knowledge of state-of-the-art Operational Test and Training Infrastructure, information and computer technologies, data instrumentation, communications systems, and modeling and simulation capabilities. Includes knowledge of a broad range of advanced training, test and evaluation, and tactics, techniques, and procedures methodologies and practices for mission-level evaluation, scope and cost planning, test design, data collection/reduction/analysis, and reporting. Expert knowledge and experience with the integration of Special Access Programs and Sensitive Compartmented Information in Joint and Air Force operations; working knowledge of security regulations, practices, and procedures to assist subordinates in establishing and operating internal security programs.
