Executive Administrator, Clinical Ops, Strategy & Quality - Stu Health - Engemann Admin - Full Time 8 Hour Days (Exempt) (Non-Union)

The Clinical Operations, Strategy, and Quality Executive Administrator oversees clinical operations for the Campus Health Programs at the University of Southern California, including both the Engemann Student Health Center including Employee and Occupational Health and Athletic Medicine facilities located at the University's Park Campus,the Eric Cohen Student Health Center located at the Health and Science campus and embedded counseling locations. The Executive Administrator is responsible for overseeing the overall management of all campus facilities, including patient access and non clinical front desk operations (scheduling/registration), campus immunization compliance, clinical back office competencies, financial management of clinical operations, a key partner in budget development, planning, risk management, quality assurance compliance, patient care management, referral management and care coordination across Keck Medicine of USC and other locations where patients are referred, personnel management (recruitment/retention/staffing/disciplinary action), campus public health response, and emergency/disaster preparedness. The Clinical Operations, Strategy, and Quality Executive Administrator will also develop overall strategic direction in the advancement in quality outcomes, reduction of clinical errors, implementation of a system of accountability, developing robust knowledge about errors, maintaining and enhancing accreditations, certifications and publicly reported quality ranking programs. Responsible for monthly reporting of key performance indicators for the operation and will drive process improvement efforts in support of agreed upon measures of success including, but not limited to, access, patient satisfaction, efficiency, and population health. Leads clinical operations projects from beginning to end to enhance business performance. In addition, this role will be responsible for the development and implementation of strategies to enhance operational capabilities and drive innovation across Student Health which improve the health of the student and campus population. Partners with USC Care Chief Nursing Officer and Vice President/Chief Health Officer to identify and prioritize high-impact opportunities and execute a comprehensive transformation roadmap, with a strong focus on student, student-athlete, and campus employee health.

Essential Duties:

  • Partner with USC Care Chief Nursing Officer and Vice President/Chief Health Officer to help identify, shape, and prioritize key transformation initiatives and change management.
  • Responsible for the development of long-term and short-term goals, objectives and plans for the organization; generating innovative ideas and developing relationships.
  • Plans, develops, organizes, implements and evaluates patient care delivery systems, including registration, patient transportation, case management, care coordination, customer service, ancillary service, public health, population health, emergency services, etc. Ensures the provision of high quality customer service to patients, faculty providers and staff. Supervises Clinic Manager(s) and Directors. Establishes, develops, and oversees implementation of internal policies, quality assurance, safety, and ensuring compatibility with University policy and compliance with requirements of insurance companies.
  • Recommends business plans and strategies that directly impact achievement of overall division results.
  • Directs clinical operations projects from beginning to end to enhance business performance
  • Directly or indirectly oversees all assigned subordinate staff, usually through supervisors. Recruits, screens, hires, orients and trains staff. Evaluates employee performance and provides guidance and feedback to assigned staff. Counsels, disciplines and/or terminates employees, as required.
  • Interprets applicable laws, rules, regulations, policies and procedures, ensures compliance and approves any necessary exceptions. Ensures consistency of clinical practices with current local, state and federal regulations, NCAA and athletic conference regulations, and laws and standards established by accrediting organizations.
  • Establishes, develops, implements and coordinates quality assurance programs in coordination with other student health leadership and the student health quality manager. Ensures program meets accreditation standards, provides data to improve organizational performance and outcomes of patient care.
  • Responsible for participating in budget development; manages budget for clinical areas. Establishes operating budgets for the various departments and monitor performance.
  • Works with the Keck Medicine of USC credentialing office to assure provider credentialing is completed
  • Identifies staff educational needs and develops educational programs. Promotes staff participation in educational opportunities and activities.
  • Oversees and ensures standard operating procedures for the departments within their span of control, such as security related procedures including office opening and closing routines, recognition of duress signals and key controls.
  • Coordinates security activities with facilities staff and University Public Safety Department. Promotes and maintains standards for security conscious awareness and behavior. Maintains knowledge of University's crime prevention and suppression programs and services. Ensures dissemination of security related information to staff.
  • Manage communication between departments. Work with other campus health units and other university departments including USC Athletics, Environment Health and Safety allied health and academic entities (medical school, city and county public health departments) on issues related to student, college, and community health.
  • Collaborate actively and operationally with other Keck Medicine of USC departments and investigate best practices applicable to Campus Health. Provide feedback to clinical leadership (clinic operation) and managers to improve/enhance services that impact the patient experience. In conjunction with the Executive Leadership , participate in the development of center strategic planning.
  • Coordinates public health activities including response to reportable diseases and outbreaks, development, maintenance and testing of the medical disaster response plan, and recommending and implementing immunization and health screening policies to prevent communicable disease.
  • Oversees relationships and monitors performance of both ancillary services of lab and radiology as well as contracted providers including but not limited to USC pharmacy staff. Reports deficiencies and ensures the development of corrective actions as needed.
  • Responsible for evaluating the performance of the various departments, as well as the performance of key managers and supervisors.
  • Performs other duties as assigned.

Required Qualifications:

  • Req Master’s degree
  • Req 5-10 years Progressive leadership experience
  • Req 8-10 years Experience in progressive positions in health care administration
  • Req Thorough knowledge of management principles, clinical systems and operations, practice administration, billing and collections,
  • Req regulatory accreditation agency requirements, emergency preparedness, public health and quality assurance.
  • Req Demonstrated excellence in effective leadership and ability to motivate individuals and teams through change efforts.
  • Req Demonstrated fiscal management capabilities including budgetary control, sustainable expense reduction, and new revenue generation.
  • Req Proven personnel management strength including ability to select, develop, and retain people and promote collaborative teamwork.
  • Req Demonstrated superior interpersonal and communication and presentation skills.

Required Licenses/Certifications:

  • Req Registered Nurse - RN (CA Board of Registered Nursing)
  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

The annual base salary range for this position is $220,064.00 - $363,105.00.
