The Position

External Affairs International (EAi), part of the Roche Pharma CEO Office, ensures the company can shape the policies, funding decisions, and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network, EAi builds trusted relationships with governments, multilateral institutions, and global partners, develops third-party advocates, and forges alliances that protect and grow Roche’s business while improving patient access to innovation.

The EU Policy team operates within the External Affairs International division, serving as the strategic eyes and ears of the organization in Brussels. While based locally to maintain a robust daily presence within EU institutions, the team is an integral part of EAi in Basel, Switzerland. This department acts as a vital bridge between our global headquarters and the European Union’s legislative heart, ensuring Roche’s mission to advance science is integrated into key policy developments.

The Opportunity 

As an  EU Policy Lead, you will lead the execution of our EU advocacy strategy, acting as the vital link between Basel-based strategy and Brussels-based action. You will dedicate approximately 80% of your time to external engagement, ensuring Roche is a trusted partner. In this pivotal role, you will navigate complex legislative reforms and build robust networks to shape the future of healthcare innovation.

What you will do

  • Proactively establish and deepen relationships with all European institutions and stakeholders to ensure Roche is a trusted partner.

  • Drive concrete campaigns that shape how innovation is valued, navigating complex legislative reforms with a creative and agile mindset.

  • Partner closely with the EAi team in Basel and subject matter experts across Roche to translate technical content into persuasive advocacy.

  • Monitor and analyze key EU legislative reforms, providing Basel and local leadership with the rapid intelligence needed for strategic decision-making.

  • Represent Roche at external meetings and consultations, engaging and building trust with senior leaders and C-suite stakeholders.

  • Maintain the highest ethical standards, ensuring all activities strictly comply with the EU Transparency Register and Roche Code of Conduct.

Who You Are

You are a seasoned public affairs professional who thrives in high-level political environments and can navigate the unique dynamics of a global team spread across two locations.

  • You bring at least 8 years of experience in EU public affairs or government relations, ideally gained within an EU institution, a pharma/biotech company, a trade association, or a leading consultancy.

  • You possess an advanced degree (e.g., Political Science, Law, or International Relations) and a deep understanding of the inner workings of the European institutions and decision-making processes.

  • You possess a perfect command of English (written and spoken). Proficiency in other European languages is a strong plus.

  • You have a proven track record of "opening doors" and building high-level political networks in Brussels through diplomatic and persuasive communication.

  • You excel at collaborating cross-functionally in a matrixed environment, moving from complex concepts to disciplined execution swiftly.

  • You are committed to being based in Brussels, as physical proximity to EU institutions is mandatory for this role's success.
