Under limited direction, ensures that mission critical enterprise resource software systems meet the specific functional requirements of the business units. Primary responsibilities include assisting with the design, specification, configuration and support of enterprise software systems; analyzing, documenting and designing functional requirements for software system integrations; use leadership and project management skills to work effectively as a team, and may provide leadership, supervision, and guidance to others. Carries out the functional processes related to software implementations, change control, and upgrade release management.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs application administration for departmental enterprise systems to include updating tables, troubleshooting and documenting problems and resolutions, assisting with conversions and upgrades, and acting as a liaison between the user departments and the Information Technology Department.

  • Collaborates with technical staff and users to analyze business processes and translates them into detailed functional requirements for the configuration of user interfaces.

  • Coordinates and/or performs the design, configuration, implementation and testing phases of changes/additions to existing enterprise business software systems.

  • Utilizes project management techniques to prepare and implement project plans for individual system changes/integrations.

  • Acts as technical resource; determines and translates business data into reporting needs within a variety of applications such as Excel and/or SQL developing data-driven reports using industry standard reporting tools.

  • Assists subject matter experts with end-user training of staff in the functional use of enterprise business systems.

  • Provides guidance to other functional support staff on functional issues related to specific enterprise business systems.

  • Writes specifications for data inputs and outputs including the design of forms, graphical user interfaces, and reports.

  • Evaluates new software version compatibility to ensure that they meet all necessary functional requirements.

  • Works with external software vendors, engineers, and technical support personnel.

  • Provides technical and functional guidance and specifications to the IT Systems Analysts.

  • Analyzes the technical and functional requirements of software systems that are being considered for integration with the enterprise business systems.

  • May provide leadership, supervision, and development of other analysts.

  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines

Bachelor’s Degree in Information Technology, Management Information Systems, Computer Science, Business Administration, Accounting or related fields. Six (6) years of full-time relevant job experience with configuration and analysis of ERP systems.

Additional experience may substitute for education up to four (4) years.

Preferred qualifications:

  • Experience implementing, using, supporting utility billing systems or other cloud-based enterprise resource planning software which could include HR, finance, utility software systems or other customer information software.

  • Experience working with business users: such as accounting, purchasing, budget, billing, metering, or other utility service areas

Knowledge of:

  • Leadership skills for technology professionals.

  • Application administration and system architecture principles.

  • Skill in effectively implementing change management techniques to prepare user groups for new or upgraded systems.

  • Ability to demonstrate general understanding of management structures and municipal operations and maintenance, or similar processes, issues, and structures used in the public sector.

  • Advanced tools and techniques for technology systems analysis.

  • Enterprise software applications (web-based, cloud-based, and server-based).

  • Specific areas of local government technology applications that may include financial systems, human resources systems, emergency service provision, geographic information systems, virtual desktop and server technologies, water, wastewater, and electric utility provision, and customer billing/relationship management.

  • Techniques and best practices of project management.

  • Assessing software systems’ ability to meet the needs of large-scale, critical business operations.

  • Research techniques, business unit best practices.

Skill in:

  • Developing data-driven reports using industry-standard reporting tools such as Microsoft Power BI or similar tools.

  • Leading teams of technical staff, system stakeholders, and managers.

  • Fostering productive relationships with system stakeholders and system end users.

  • Reading and understanding technical manuals, business documents, policies and procedures, and system documentation. Exercising judgment, diligence, and responsibility when addressing mission-critical information systems whose failure could result in a substantial asset failure and/or impairment of critical services.

  • Analyzing business processes prepared by subject matter experts and translating them into clear, detailed technical specifications for technology systems.

  • Developing advanced and effective technical documentation and designs for software integrations. Analyzing complex situations and making correct determinations or choosing the correct course of action. Quickly developing in-depth knowledge of the business functions that enterprise software systems support. Providing outstanding technical/functional support to both technical and non-technical users.

  • Reading and understanding technical manuals, business documents, policies and procedures, and system documentation. Preparing functional specifications for software systems integrations and configurations.

  • Working with outside software vendors and technical support staff. Working with lead product technical consultants and software support staff.

  • Writing clear, accurate, and timely documentation, memos in non-technical terminology to brief managers and supervisors.

  • Exercising sound judgment in interpretations and decisions on matters significantly affecting operations and cost. Establishing and maintaining effective working relationships with peers, clients, citizens, and vendors.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. The majority of the workday is spent indoors or outside in non-storm conditions. There is rarely any exposure to adverse environmental conditions.

Hiring Range: $83,382.52 - $104,457.60, annually.
