Job Summary: The person in this position serves as an Equal Employment Opportunity Specialist for the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) functions for Dayton VA Medical Center/Healthcare System within the Department of Veterans Affairs (VA).

Major Duties:

Serves as an EEO Specialist responsible for providing a wide range of administrative and technical support while performing a variety of duties to ensure that all EEO Program activities are administered and implemented to the organization's leadership, staff and employees. Develops and presents training programs and provides advice regarding the broad range of EEO and Affirmative Employment issues impacting the organization. Develops and maintains appropriate statistical data regarding the discrimination complaint process, responds to routine inquiries from complainants and responding management officials and assists with preparing various reports. Conducts analysis of trends regarding demographic data and maintains appropriate contact with officials (from the Office of Resolution Management, managers and supervisors and the Office of Regional Counsel) pertaining to the EEO discrimination complaint process and other related EEO Program matters. Provides broad program support and administrative responsibilities such as coordinating and planning the logistics for meetings, training and performing all other related duties associated with the EEO Program. Reviews and implements projects that impact the operations of the organization, determines program effectiveness through periodic assessment. Provides advisory services to all levels of management regarding the requirements and implications of the office services provided. Drafts Equal Employment Opportunity Program Status Report, Federal Equal Opportunity Recruitment Program (FEORP) Report, Disabled Veterans Affirmative Action Plan (DVAAP) Report and other EEO reports as required. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00 am until 4:30 pm. Qualifications: SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes: possesses expert knowledge of EEO laws, regulations, and policies, along with experience interpreting and applying this knowledge to complex situations. Skilled in all aspects of EEO program operations-including analysis, investigations, and required reporting-and serves as a resource for top management. Experienced in identifying and addressing barriers to equal employment, developing actionable solutions, and integrating human resources principles to support organizational goals. Demonstrates strong abilities in research, problem-solving, regulatory interpretation, and effective communication. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate-level education (in excess of 2 years) and specialized experience as described above may be used to meet total qualification requirements.
