Job Summary: This vacancy is for a GS-0301-11, Environmental Response Lead Program Specialist (Watch Team) located in the Department of Homeland Security, U.S. Coast Guard, Coast Guard National Response Center in Washington, District of Columbia.

Major Duties:

  • You will serve as a Environmental Response Watch Team Lead and be responsible for leading six (6) call center positions and directing efforts aimed toward enhancing notification procedures and identifying technical support activities in support of federal response efforts. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Preparing reports and maintaining records of work accomplishments and administrative information, as required, and coordinating the preparation, presentation, and communication of work-related information to the supervisor. Managing call center phone accounts, identifying and troubleshooting phone system issues, and ensuring the call recording system is working correctly by coordinating with the phone system support team and gathers NRC call recordings as requested by member agencies. Maintaining oversight of the watch schedule to ensure all watch personnel are on time and adhere their schedule, and minimum staffing is maintained for congressionally mandated 24/7 watch. Assisting the Duty Officers with handling calls. Assisting the team through knowledge and application of leadership and team building skills and techniques such as group facilitation, coordination, coaching, problem solving, interpersonal communication, integration of work processes and products, obtaining resources and liaison with the supervisor. This position requires successful completion of the NRC Duty Officer Qualification board. Qualifications: To qualify at the GS-11 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Environmental Response Knowledge - Knowledge of the principles and practices related to environmental response, maritime security, cyber security, and railroad incident response coordination and regulations. Call Center Experience - Managing call center phone accounts, identifying and troubleshooting phone system issues, and ensuring the call recording system is working correctly by coordinating with the phone system support team. Training and Quality Control - Training or arranging for the training of personnel in methods and techniques of team building and working to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Team Leadership - Representing the team in dealings with the Supervisor or leadership for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.
