Job Summary: This position is located in the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Facilities Operations and Services Division (FOSD), Facilities Services Group (FSG) Alterations Work Group (A WG). The purpose of this position is to serve as research support, project engineering/program management support, development, and evaluation or engineering/life cycle support of a complex nature.

Major Duties:

  • As a Engineering Technician, your typical work assignments under normal supervision may include the following duties and responsibilities, but are not limited to: Develops statements of work, plans, specifications, and cost estimates for work to be accomplished by service contracts. Insures that statement of work and specifications for all phases of the contract are clear, concise, and of sufficient detail. Reviews projects, including analyzing blueprints to determine time, cost, materials, and labor. Conduct technical evaluations and analyses to identify and recommend solutions to complex problems related to cost estimation. Review designs for compliance with industry practices and suggest cost-effective modifications. Provide engineering oversight for construction or engineering contracts, monitoring work for compliance and recommending special requirements. Participates in preparing briefings/discussions that are designed to resolve problems/issues impacting the timely completion of construction projects across the Pentagon Reservation. Discusses requirements of the request with using activity. Resolves all questions or conflicts with individual job orders before proceeding with project. Conducts surveys and investigation at project site with DoD contractors and building management staff to determine condition of facilities, and to secure necessary data prior to initiating design. Applies a practical knowledge of engineering principles in assessing specific requirements, delineating engineering design and translating what is required into specifications of sufficient detail such that an accurate assessment of scope of work, cost, time, materials, etc., can be prepared. Performs independent analytical assignments contractor documentation, including cost elements. Collect and analyze historical cost data for current and future project estimates, track actual costs, and prepare cost and expenditure statements. Confer with various parties, including engineers, contractors, and clients, to address and resolve cost estimating issues. Conduct studies to establish standard cost data, identify cost reduction opportunities, and develop innovative cost estimating methods. Apply a wide range of engineering concepts, practices, regulations, policies, and precedents. Utilize analytical techniques to assess complex engineering and cost-related issues. Based on prior experience and knowledge gained from previous projects, develops preliminary and final design plans. Consults with professional personnel in various disciplines regarding discrepancies in contractor proposals before the Contracting Office negotiates with contractors on matters affecting the design of projects to assure project requirements are met. Envisions sequence of work and coordinates this with the functional operations of the various activities. Must have knowledge of how to analyze reimbursable work authorizations and agency initiated purchase orders. Prepares and submits pertinent specifications, drawings, sketches, and cost estimates for material and man hours as required by trade and consistent with accepted trade practices to the supervisor for review. Employ quantitative and qualitative methods for developing and analyzing cost estimates. Develop and prepare cost estimates for engineering and construction projects, including analyzing documentation to determine costs. Use engineering drafting and design systems, cost estimating software, and project management tools. Communicate technical information effectively. Performs final and in-progress inspections of contract work to assure that workmanship and materials are satisfactory; customer requirements, specifications and special requirements such as accomplishment of safety regulations are met; and in contract situations, work is performed in accordance with contractual agreement. Prepares a written inspection report noting deficiencies and any deviations from the original estimate and/or specifications. Recommends approval or rejection of work performed, and in the situation of contractor work, makes recommendations to the Contracting Officer regarding payment of the contractor.

Qualifications: In order to qualify for this position, you must meet the requirements described below. Comprehensive practical knowledge of, and extensive experience and skill in applying, a wide range of engineering concepts, practices, regulations, policies, and precedents related to construction project cost estimating within the DoD. Comprehensive understanding of construction methods, materials, labor costs, equipment requirements, and applicable building codes and standards. Skill in analytical and diagnostic techniques, qualitative and quantitative methods, and techniques for developing new or modified work methods to accurately estimate project costs. Ability to develop and manage cost products, including price quotes, quantity take-offs, construction estimates, schedules, and work plans for various types of projects, ensuring compliance with regulations and project requirements. Knowledge of standard practices, but also the ability to analyze and interpret complex technical information, including contractor proposals and designs, to identify potential cost discrepancies or areas for optimization. You may qualify at the GS-9 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-7 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to utilize technical engineering methods, principles, requirements, work techniques and practices used to analyze, configure, test and troubleshoot structural; mechanical; electrical; heating, ventilation, and air conditioning; plumbing; chilled water; steam; and wastewater management systems. Develop statements of work, plans, specifications, and cost estimates for work to be accomplished by service contracts. OR Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-9 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your knowledge of technical engineering methods, principles, requirements, work techniques and practices used to analyze, configure, test and troubleshoot structural; mechanical; electrical; heating, ventilation, and air conditioning; plumbing; chilled water; steam; and wastewater management Systems. Develop statements of work, plans, specifications, and cost estimates for work to be accomplished by service contracts.
