The Engineering Manager is responsible for leading and coordinating all engineering and technical activities for the Corpus Christi Desalination Plant from initial design to detailed design through construction, commissioning, and handover to operations. This role ensures that all engineering deliverables are technically sound, constructible, compliant with contract and regulatory requirements, and fully integrated across disciplines.

The Engineering Manager serves as the technical authority for the project, coordinating multidisciplinary engineering teams, Lead designer, external engineers of record, specialty consultants, vendors, and internal stakeholders to support safe, efficient, and high quality project delivery.

Job Description

Engineering Leadership & Coordination

  • Manage the Design Service agreements with the Lead Designer and other design consultants

  • Ensure reliable, validated designs with high quality throughout each stage of the design process.

  • Oversee the development, testing, and implementation of pilot plant results.

  • Lead all engineering activities across civil, structural, architectural, mechanical, electrical, I&C, process, marine intake/outfall, and ancillary systems.

  • Act as the primary technical interface between engineering, estimation, construction, procurement, commissioning, and the Project Manager.

  • Coordinate internal engineering teams and external designers, ensuring alignment with project scope, schedule, and budget.

  • Implement engineering execution plans, design schedules, and deliverable tracking systems.

  • Direct and monitor for achievements of design milestones in time and quality

Design Management & Technical Oversight

  • Oversee development and review of process design, hydraulic profiles, treatment systems, marine intake and discharge works, and plant layouts.

  • Ensure engineering designs comply with contract documents, codes, standards, permit conditions, and client requirements.

  • Lead design reviews, HAZOP/HAZID, constructability reviews, and value engineering exercises.

  • Resolve complex technical issues and manage engineering changes throughout the project lifecycle.

Interface with Construction & Procurement

  • Supports the estimation purposes.

  • Supports the supply chain assessment and strategy

  • Support construction through timely responses to RFIs, technical clarifications, and design adjustments.

  • Coordinate with procurement to ensure vendor documentation, equipment submittals, and supplier designs align with engineering requirements.

  • Review and approve shop drawings, calculations, and vendor data.

  • Support factory acceptance tests (FATs), site acceptance tests (SATs), and commissioning readiness.

Quality, Safety & Regulatory Compliance

  • Ensure engineering deliverables support safe construction and operations, in alignment with project HSE and quality requirements.

  • Support environmental permitting compliance, including marine, coastal, and discharge requirements.

  • Maintain engineering documentation control and ensure proper turnover to O&M teams at project close‑out.

Team Leadership & Development

  • Lead, mentor, and coordinate discipline engineers and technical specialists.

  • Promote a collaborative technical culture with strong accountability and communication.

  • Support staffing plans, workload forecasting, and technical resource coordination in collaboration with the Project Director.

Required Skills and Competencies

  • Bachelor’s degree in Engineering (Civil, Mechanical, Chemical, or related discipline).

  • Master’s degree in Engineering, Construction Management, or Business Administration preferred.

  • Proven experience in large water, wastewater, or desalination infrastructure projects, and managing engineering for seawater desalination plants, advanced treatment facilities, or large coastal infrastructure.

  • Demonstrated experience with marine intake and discharge systems, coastal permitting environments, and complex multidisciplinary interfaces.
