Job Summary: This position is located in Hawaii Volcanoes National Park, in the Facility Maintenance, Roads and Trails Branch. This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years. This temporary promotion may be made permanent without further competition.

Major Duties:

  • The park was established in 1916 and encompasses two of the most active volcanoes in the world, Kilauea and Mauna Loa; a diverse geography that ranges from sea level to 13,677 feet in elevation; and protects rich biodiversity and Native Hawaiian culture. The park includes 330,000 acres of land with approximately 130,000 acres of designated wilderness. The mission of the park is to protect, conserve and study the volcanic landscapes and associated natural and cultural resources and processes, and to facilitate safe public access to active volcanism, diverse geographic settings and wilderness for public education and enjoyment. You will be responsible for supervision, construction, maintenance, repair, rehabilitation, and operation of all roads and trails facilities in Hawaii Volcanoes National Park. Provide technical supervision and be responsible for recruiting, hiring, and support the safety of and retaining the park's equipment operators and truck drivers, road and trails labor maintenance crews and animal worker. Lead a team that is responsible for operating and maintaining bulldozers, motor graders, over 25,000 GVW diesel trucks, 78,000 GVW semi(tractor-trailers), lowboys, road construction equipment, front end loader, back-hoe, paint striper, wood chipper and numerous small pieces of equipment including chainsaws and other trails maintenance tools and equipment. Manage base operating and project budgets. Develop and implement short and long term asset management plans for roads and trails facilities. Identify and prioritize short and long term project needs for both roads and trails programs, complete competitive funding request process for project funding from a variety of funding sources. Serve as level II COR for supply, service and construction contracts. Serve as the park vehicle fleet coordinator for both GSA leased and Interior owned vehicles. Serve as the park hazard waste field manager including the environmental management program. Responsible for coordinating the park's sign program. Supervised by the Chief of Facilities Management and frequently act as such when necessary. IMPORTANT, Special Consideration: The island of Hawai'i can be subject to high concentrations of volcanic fumes, especially sulfur dioxide gases and particulates. The fumes are known to be hazardous to an unborn fetus, and persons with heart and respiratory problems. Long-term effects on normal healthy persons are unknown.

Qualifications: Requirements Continued... You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
