Job Description

This position is located in the Air Quality Division, New Source Permit Section. This position is located in Oklahoma City, OK.

Basic Purpose

The Oklahoma Air Quality Division issues air quality permits to industrial facilities that emit significant quantities of air pollutants to ensure that the emissions do not harm public health or cause a significant deterioration to the air quality in Oklahoma.  This position is in the DEQ Central office in Oklahoma City.  The position requires good writing and problem-solving skills, the ability to provide customer service, the ability to be conscientious, and the ability to work as a team member. The ability to communicate effectively through written correspondence and orally is essential.  This position reports to the Engineering Manager of the New Source Permit Section in the Air Quality Division

Typical Functions

  • The Air Quality Division provides on-the-job training and expects the successful applicant to use basic engineering principles and techniques to review all assigned permit applications and in a timely manner issue permits consistent with State and Federal rules and regulations.
  • Air quality engineers interact with citizens, a variety of industries, and our local, state, and federal counterparts.
  • Engineers are required to become familiar with Oklahoma Air Quality Regulations (OAC 252:100), the Oklahoma Clean Air Act, federal rules and regulations, and division and agency administrative procedures.
  • Engineers perform site inspections of facility equipment for compliance prior to the issuance of operating permits.  Inspections may require climbing ladders and/or stacks or working near industrial equipment.
  • As directed by the Engineering Manager and/or Chief Engineer plan and implement special assignments/projects that support the mission of the Air Quality Division.
  • As part of our on-the-job training, engineers will be required to complete training courses as assigned by the supervising Engineering Manager or Chief Engineer.

Travel Requirements

Applicant must have a valid driver’s license and be able to travel throughout the state and occasionally stay overnight.  In state travel to conduct facility operating permit inspections usually does not exceed one day per month. Occasional out of state overnight training may be necessary. Overnight travel, both in state and/or out of state usually does not exceed one or two days per year.

Education and Experience

Level III - consist of a bachelor’s degree in engineering from a college or university recognized by the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors, in accordance with the standards of the Accreditation Board of Engineering Technology.

Level IV - registration as an Engineer Intern.

Level V - registration as an Engineer Intern and one year experience in the practice of engineering; or an equivalent combination of education and experience, substituting the completion of a master’s degree in engineering for the required one year of experience in the practice of engineering.

Level VI - registration as an Engineer Intern and two years of experience in the practice of engineering; or an equivalent combination of education and experience, substituting a master’s degree in engineering for one year of experience in the practice of engineering.

To be considered for this position applicants must be within 60 days of obtaining their degree.

Physical Requirements

Applicant must be able to operate a personal computer up to 8 hours a day.

Applicant must be able to sit behind the wheel of a vehicle for several hours a day.

Applicant must be able to walk long distances or spend long hours on their feet;

Applicant must be able to walk over a variety of terrain such as loose gravel, slopes, excavated areas and construction sites;

Applicant must be able to climb ladders or stairs;

Applicant must be able to handle extremes of heat or cold, and inclement weather.

Special Requirements

  • Persons with out of state registration as an Engineer Intern must transfer their registration with the State of Oklahoma through the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors no later than six months from the date of appointment. Persons will not be granted permanent status without a valid Oklahoma registration as an Engineer Intern

  • Proficiency with agency standard software is necessary (Microsoft Word, Access, Excel, Power Point).

  • The ability to communicate effectively through written correspondence is essential.  The ability to effectively communicate orally to individuals and groups (councils, consultants, public, etc.) is essential.

  • Applicant must have the temperament to remain calm when faced with conflict.
