Major Duties:

  • You will Serve as the primary Technical Authority and Project Manager for all phases of electrical engineering and construction projects across the installation, providing cradle-to-grave oversight.
  • You will evaluate and approve facility siting, concept planning, and electrical designs, ensuring all new construction and modernizations are fully integrated with the installation's long-term Master Plan and existing utility infrastructure.
  • You will lead technical charrettes, design reviews, and pre-construction conferences with military stakeholders, Architect-Engineer (AE) firms, and contractors to define functional requirements, establish project scopes, and resolve design conflicts.
  • You will conduct rigorous technical reviews of electrical construction drawings, specifications, and design calculations submitted by external contractors.
  • You will ensure strict compliance with the National Electrical Code (NEC), Unified Facilities Criteria (UFC), and Navy safety standards.
  • You will provide expert oversight of electrical construction contracts, which includes developing technical Scopes of Work (SOW), preparing Independent Government Cost Estimates (IGCE).
  • You will evaluate contractor submittals, Requests for Information (RFIs), and proposed change orders.
  • You will oversee the installation's complex electrical infrastructure systems, including medium- and low-voltage power distribution, primary substations, backup generator power systems, fire alarms, and specialized military facility utilities.
  • You will perform on-site construction inspections and quality assurance (QA) checks to verify that contractor execution aligns with approved electrical designs, resolving field engineering issues as they arise.
  • You will act as the principal Electrical Engineering SME for the Public Works Department, providing historical continuity, technical mentorship, and strategic advice to the PWO regarding base utility lifecycles and modernization needs.

Qualifications: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1. Interpreting Engineering Principles, and Practices of related to basic engineering discipline with experiences in design and project management. 2. Performs planning and development of construction, modernization, repair and maintenance requirements, scope and specifications for facilities and utility systems. 3. Coordinate reviews of engineering products to ensure products are in compliance with Federal and state policies.
