Job Summary: THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a EDUCATION SERVICES OFFICER (TITLE 5), Position Description Number T5216000 and is part of the IL MILPO, National Guard.

Major Duties:

  • As a EDUCATION SERVICES OFFICER (TITLE 5), GS-1740-11, you will supervise two or more of the following programs: education, incentives, testing, and guidance. Major Duties - This is NOT an all-inclusive list: Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units, including Reorganization, Activation, Deactivation, and Transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Provides advisory services to battalion and unit commanders concerning the educational needs of their assigned personnel. Provides advisory services to battalion and unit commanders concerning the incentives available to their assigned personnel. Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness. Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs. Performs self-inspection and presents detailed and comprehensive reports and recommendations with any corrective action taken to supervisor. Directs and/or performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available, to include High School Equivalency (GED), correspondence, military credit conversion (ACE), analysis of life experience, self-teaching, new and innovative/non-traditional college to include Associate and Baccalaureate degree programs, first Masters or Professional degrees which meet their academic and vocational requirements. Assists personnel in selecting the appropriate course of study through information obtained by interviews and educational record research.

Qualifications: AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP). The SECOND area of consideration will be Veterans' Preference (VP) eligible. The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG. The FOURTH area of consideration will be all current Federal Employees. GENERAL EXPERIENCE: MUST possess a degree that includes at least one course in Tests and Measurement OR Adult Education and at least 24 semester hours in one or a combination of: educational program administration, curriculum development or design, teaching methods, guidance and counseling, career planning, or occupational information. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year specialized experience or equivalent to GS-09 Level in addition to above basic education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
