1. General Background
UNHCR is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. Every year, millions of men, women and children are forced to flee their homes to escape conflict and persecution. We are in over 125 countries, using our expertise to protect and care for millions.

Education is an integral part of protection for people with and for whom UNHCR works, almost 50% of whom are children. UNHCR are the global guardians of refugee education data. To ensure that UNHCR is a trusted partner and leader on refugee education, UNHCR must be able to produce and disseminate impact reporting widely.

2. Purpose and Scope of Assignment
The Education Data & Evidence Officer will contribute to key areas of work and provide technical guidance on data and evidence for refugee education under UNHCR’s mandate. In particular the incumbent will focus on the following work streams:
• Annual global data collection, quality assurance and the delivery of the 2026 Global Education Report, including coordination of a partnership to streamline country-level education data collection via PowerApps and consolidate data collection in a PowerBI dashboard.
• Quality assurance of a partnership to develop a school-based form to collect detailed education data in mixed inclusion settings and associated PowerBI dashboard.
• Technical delivery and guidance on a funded project, ‘Modelling the implications of funding cuts to actors on refugee and host education services’ focusing on 1. Country-Level Risk Assessments, 2. Subnational Vulnerability & GIS Mapping, and 3. Data Integration & Planning Toolkit.
• Technical delivery and support to - on a funded project focused on learning measurement, developing and promotion of a guide with a standardized question set for school-based surveys and assessments.

In addition, the Officer will provide overall support on data and evidence on refugee education within UNHCR, and with partners. Under the overall supervision of the Head of Education Unit and in collaboration with the Regional Bureaux, Country Operations and other HQ Divisions, the incumbent will therefore have the following duties and responsibilities:

• Provide contextualized, technical support to UNHCR Regional Bureaus and Country Operations on the timely, regular collection, analysis, storage, and dissemination of education data and information, in accordance with the highest technical and ethical statistical standards.
• With Country Operations, support national Ministries of Education on the inclusion of refugees into Education Management Information Systems (EMIS), as well as create effective tools to measure levels of refugee inclusion into national systems and track progress on a regular basis.
• Identify gaps in existing data collection systems and propose complementary solutions (e.g. inclusion of refugee education in household surveys) in collaboration with strategic partners.
• Deliver high quality education statistics and statistical products for internal and external audiences such as the Refugee Education annual report, Mid-Year Trends report, Global Compact on Refugees Indicator report, education briefs or the Education Strategy digital platform.
• Work closely with other UNHCR services and divisions and the UNHCR-World Bank Joint Data Center to identify opportunities but also potential risks or challenges emerging from data collection, analysis, storage and dissemination.

3. Monitoring and Progress Controls
The performance of the Education Data & Evidence Officer will be monitored and assessed based on timely delivery of outputs, quality of deliverables, adherence to project and corporate timelines, and contribution to strategic priorities of education data and evidence across UNHCR. Monitoring and progress controls will include:

Delivery of Key Outputs
The following outputs are expected in line with agreed deadlines:
• Coordinate development and adaptation of inclusive, curriculum-aligned teaching resources.
• Lead technical support for continuous professional development (TPD), peer learning, and coaching models.
• Implement tools for classroom observation and feedback to improve instructional quality.
• Support use of formative assessments to monitor learning and inform instruction.
• Promote daily SEL practices to enhance student engagement and emotional well-being.
Workplan Alignment and Reporting
• Align interventions with global and local standards, and UNHCR’s Refugee Education 2030 strategy.
• Collaborate with relevant MEL and data colleagues across education and other services / divisions.
• Contribute to unified reporting across reporting countries, ensuring consistency and accountability.
• Deliver quarterly and annual progress reports, and technical briefs, as required under programme funded elements.
Stakeholder Engagement and Collaboration
• Work closely with global and regional bodies working on data and evidence, UNHCR country teams, NGOs, and community organizations.
• Facilitate knowledge-sharing and harmonization across UNHCR and partners.
• Support advocacy for inclusive education policies and sustainable integration of refugee learners.
• Coordinate with implementing partners to ensure contextual relevance.

Data Quality and Ethical Compliance
• Promote responsible use of data for advocacy and decision making.
• Uphold UNHCR standards and principles in all data-related activities.

Adaptation and Learning Contribution
• Adjust programmatic approaches based on field realities, evidence, and stakeholder feedback.
• Contribute to continuous learning through technical guidance, training, and documentation of best practices.
• Support sustainability through alignment with national frameworks and capacity-building.

4. Qualifications and Experience
a. Education
- Degree (preferably Master’s or equivalent) in Education, Social Sciences, International Development, or related field.

b. Work Experience
- A minimum of six years in data and statistics management with at least two years in humanitarian or development situation and proven experience in data collection in field situations. Candidates must have at least six years of relevant experience with a Bachelor’s degree; five years with a Master’s degree; or four years with a Doctorate.
- Expert understanding of the different data collection methodologies and modalities for application in dynamic contexts.
- Evidenced ability to compile and holistically analyse diverse datasets. Evidenced ability to explain data and related systems in accessible language for business owners and to translate business requirements to data technical teams.
- Professional experience at the national and international levels in quality education programme development, management, coordination, M&E and advocacy.
- Experience with data analysis in developmental or humanitarian contexts and understanding of different data collection methodologies.
- Experience working with or on forced displacement, in particular refugee children and youth.
- Demonstrated ability in communicating, leading and coordinating activities with multiple stakeholders.
- Demonstrated organizational skills: the ability to work independently with minimum supervision and productively, in multiple countries, in a fast-paced environment.   
- Database management skills including experience with the development of, and support to, Education Management Information Systems (EMIS) is desirable.

Eligibility
International individual contracts apply to individuals who do not reside in the country where they are to perform the services. Applicants must be hired from outside the country of work.
