Job Summary: You will serve as the DIRECT REPORTING PORTFOLIO MANAGER (DRPM) SUBMARINE (SUBS) DIRECTOR CIVILIAN HUMAN RESOURCES / HUMAN RESOURCES DIRECTOR in the Department of the Navy as a HUMAN RESOURCES OFFICER.

Major Duties:

  • You will coordinate and manage Human Resources (HR) programs, assesses progress towards naval goals, determines alternative courses of action, oversees implementation, and evaluates effectiveness of assigned areas.
  • You will serve as the HR full technical authority to complete especially difficult management advisory HR services for the Command through the management of complex HR studies, programs, major projects and operations.
  • You will serve as a Command representative for negotiations, discussions, special project teams, and formal/informal advisory forums to present, defend, and negotiate HR positions.
  • You will plan and assess HR program progress towards Naval goals and determine alternative courses of action to meet mission goals, and oversee implementation and evaluate effectiveness of assigned areas for mission readiness.
  • You will coordinate and liaise with internal and external experts and represent the agency or command at conferences, briefings, and meetings.
  • You will give advice, counsel, or instruction to employees on both work and administrative matters.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing, directing, or managing the delivery of civilian federal Human Resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
