Job Summary: This position is located in the Madison Building, Integrated Support Services Directorate, Chief Operating Officer. The position description number for this position is 467848 The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a fixed work schedule of 6:30am to 3:00pm M-F. This is a non-supervisory, bargaining unit position.

Major Duties:

  • The Dock Operations Manager is located in the Logistics Division of the Integrated Support Services (ISS), Chief Operating Officer, Library of Congress (LOC) under the general supervision of the Distribution Facilities Manager. The Dock Operations Manager is responsible for management of loading dock operations at the Madison building and has direct responsibility for planning and coordinating activities to include but not limited to: vehicular traffic, material traffic, incoming and outgoing mail, freight and parcels. The incumbent performs a variety of tasks to ensure safe, effective and efficient loading dock operations. Applies sound judgment in re-solving issues and exercises independent problem-solving abilities focused on improving service. Key elements of this position are the ability to work independently, attention to detail, understanding of, and tactfulness in working with the wide variety of customers that use the loading dock. The Dock Operations Manager is designated as "Essential Personnel" Works closely with the Service Units, Architect of the Capitol (AOC), United States Capitol Police, (USCP) and vendors to accomplish mission objectives for the Library of Congress. Is familiar with the procedures of the separate functional offices on the dock and works with and communicates with those offices to coordinate the deliveries and shipments that result from procurement and supply orders, contracts, supply requisitions, mail deliveries, furniture and equipment, collection and construction materials, food, cleaning supplies, etc., with offices such as the Architect of the Capitol, Copyright, and Facilities Management, and with contractors and delivery firms. Maintains and pro-actively manages vendor delivery schedules and works to minimize traffic congestion and delays. Provide guidance and direction for drivers through the vehicle screening process. Ensures vehicles are parked in the appropriate dock locations and that keys are left in the vehicles. Communicates and enforces the 30 min time limit for vehicles with the drivers. Determines vehicle access to the loading dock based on vehicle size and other requirements. Refuses hazardous deliveries not properly coordinated and transported. Actively enforces safety practices and reports any incidents or mishaps to the appropriate supervisor. Ensures the loading dock area is well organized and walkways are clear. Closely monitors dock space to ensure it is not being utilized for long term storage. Coordinates with Service Units as necessary to keep dock space open and available. Prepares monthly statistics and reports to Reports any issues with dock equipment to the appropriate area of responsibility. Coordinates services with contracted cleaning staff as required keeping the loading dock clean. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Qualifications: Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to coordinate deliveries and communicate with multiple agencies and vendors.** Ability to manage loading dock operations.** Ability to maintain access control and manage loading dock security operations.** Ability to solve problems and make decisions. Ability to communicate effectively other than in writing.
