Key Responsibilities:
Purpose of the position:
To lead and strengthen the Design, Monitoring, Evaluation, Accountability, and Learning (DMEAL) function, ensuring all programmes are evidence-based, accountable, and continuously improving. The role is responsible for establishing robust DMEAL systems that generate high-quality data to inform programme design, implementation, and strategic decision-making, while ensuring full compliance with organizational standards and donor requirements. The position drives a culture of data use, learning, and adaptive management by promoting real-time insights, strengthening data quality, and embedding accountability mechanisms that enhance transparency and community engagement. It also builds staff and partner capacity, ensuring consistent application of DMEAL standards across all programmes.
Major Responsibilities:
Technical Leadership and Oversight
Provide technical oversight to DMEAL Coordinators and grant-funded M&E Officers, ensuring 100% compliance with WV global standards and donor requirements across all programs.
Validate and approve all shared reports within agreed timelines, coordinating revisions with PD&Q to maintain data integrity and achieve 100% reporting accuracy for donor submissions.
Represent WV Eswatini in partnership-level DMEAL forums, influencing policy and sharing best practices to strengthen national and regional evidence-based programming
Develop and implement a National DMEAL Capacity Plan, delivering structured training programs that achieve measurable improvements in staff competency scores and partner compliance.
Monitor adherence to humanitarian accountability principles and ethical data practices, ensuring zero breaches of safeguarding protocols.
Lead development and adaptation of standardized DMEAL frameworks and technical guidance, ensuring full alignment with WV global standards and contextual relevance for Eswatini.
Lead organization-wide rollout of new DMEAL guidance, ensuring 100% compliance and integration into program design and implementation processes.
Oversee DMEAL functions for the Universal Water Service Coverage (UWSC) project, ensuring timely delivery of monitoring frameworks, accurate reporting, and achievement of project-level impact indicators.
Monitoring, Evaluation, and Systems Strengthening
Develop and implement national M&E frameworks and tools to ensure full integration of WV Eswatini’s strategic priorities and compliance with global standards.
Integrate risk analysis into M&E systems, using evidence to identify programmatic risks and inform mitigation strategies that reduce implementation delays and enhance resilience.
Ensure M&E systems are responsive to donor requirements and global standards, delivering timely, accurate, and donor-compliant data for all projects and grants.
Align DMEAL systems with global WV standards and donor requirements, ensuring interoperability with regional platforms and seamless reporting across all programs.
Guarantee data quality, analysis, and reporting for impact measurement, institutionalizing data audits and advanced analytics to produce actionable insights for leadership and donors.
Lead digital M&E solutions, driving adoption of mobile data collection, real-time dashboards, and GIS mapping to improve efficiency, transparency, and decision-making.
Introduce predictive analytics, leveraging machine learning and advanced analytics to forecast program outcomes, donor trends, and inform strategic planning.
Promote innovation in accountability, implementing tech-enabled feedback mechanisms that strengthen community engagement and responsiveness to beneficiary needs.
Convene of internal DMEAL functions to ensure coordinated accountability and reporting across all grants and projects
Research, Learning, and Knowledge Management
Facilitate and inform program and project design by providing evidence-based insights and data trends, ensuring all new designs integrate WV’s Theory of Change and meet donor standards.
Lead evaluations, research, and learning initiatives to generate actionable findings that inform adaptive management and strengthen program effectiveness, achieving timely completion of all planned studies.
Develop and disseminate learning products (impact briefs, case studies, thematic reports) that showcase program success and innovation, ensuring products are published and shared with donors, partners, and stakeholders for positioning and resource acquisition.
Evidence Generation and Use
- Generate high-quality evidence and impact data to strengthen proposal development and donor reporting, ensuring all submissions are backed by credible, timely insights.
Collaborate with the Programme Development Lead to integrate evidence into concept notes and proposals, improving competitiveness and alignment with donor priorities.
Support proposal development with data-driven insights, providing trend analysis and predictive modeling to inform strategic resource acquisition.
Enable adaptive management by using evidence and learning to inform mid-course corrections and strategic pivots, ensuring programs remain relevant and impactful.
Champion data-driven decision-making by facilitating leadership discussions using dashboards, trend analyses, and scenario planning to guide resource allocation and program priorities.
Integrate risk analysis into M&E systems, leveraging evidence to identify programmatic risks and inform mitigation strategies that reduce delays and enhance resilience.
Design, lead, and innovate data reflection and dissemination processes, ensuring data use at all organizational levels at defined intervals for continuous improvement.
Strengthen cross-functional collaboration, guaranteeing timely availability of strategic information for decision-making across departments and projects.
Actively engage with sector leads to develop and share strategic information products, ensuring understanding and utilization for program decisions.
Collaborate with sectors to define and measure program integration, supporting alignment decisions and demonstrating synergy across technical areas.
External/Internal Engagement and Advocacy
Represent World Vision Eswatini at partnership-level technical DMEAL conversations, ensuring WV Eswatini’s priorities and innovations are reflected in regional and global standards and practices.
Influence policy and standards by actively participating in national technical working groups, advocating for evidence-based policy reforms, and contributing to the development of national M&E frameworks.
Strengthen strategic partnerships by collaborating with academia, research institutions, national data management structures, and private sector actors to co-create joint studies, pilot innovations, and contribute to national reporting and SDG progress.
Reporting and Accountability
Ensure timely and accurate donor reporting for grants, using established frameworks and data quality checks to maintain 100% compliance with donor requirements.
Operationalize community feedback loops, ensuring they are functional and actively inform program adjustments to improve relevance and accountability.
Share impact results with communities and stakeholders in accessible formats, promoting transparency and strengthening trust through regular dissemination of findings.
Monitor and enforce timely reporting across all organizational requirements, including internal and external submissions, achieving zero missed deadlines.
Coordinate and support timely sharing of internal reporting products, ensuring leadership and technical teams have access to accurate, actionable information for decision-making.

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Professional Experience
1. Bachelor’s or Master’s in Statistics, Development Studies, or related field.
2. 7+ years of experience in in monitoring and evaluation at a senior level (large program, national or regional level), research, and learning.
3. Strong analytical and data visualization skills.
4. Proven ability to collaborate with all levels of staff and to motivate and mobilize individuals outside their reporting line to achieve agreed strategic plans.
Required Education, training, License, registration and certification
Bachelor’s or Master’s in Statistics, Development Studies, or related field from a recognized University in a relevant discipline, potentially including public health, development, M&E, statistics, or a related discipline.
Preferred Knowledge and Qualification
1. Demonstrated expertise in development of user-friendly tools and resources for MEAL and utilization of learning platforms for helping others learn.
Qualitative and/or quantitative research and evaluation skills, including but not limited to study design, survey instrument design and use, establishing and measuring outcome and process indicators, sampling, data analysis plans, data cleaning, and statistical analysis.
Demonstrated experience in business strategy development, monitoring and reporting.
Experience and competencies data analysis using appropriate software tools (e.g. SPSS, SAS, ABTAB).
Good technical/impact report writing skills.
Demonstrated ability to report, present and communicate results, written and verbal in modern standard, grammatically correct English.
