Our services encompass program management, contingency and expeditionary, asset management and recreation support, postal operations, safety services, logistics, and more. This site team ensures the base operates smoothly, allowing deployed personnel to focus on mission execution.

Job Summary

The Sr. Project Cost Control Analyst will play a key role within project and functional teams, interacting with all levels of Program and Finance Management as well as colleagues in other functional areas. They will be responsible for forecasts, controls, and cashflow reporting, as well as compliance, for an associated portfolio of projects spanning various contract types, terms, and levels of complexity. The role supports reporting of accounting, financial management, and customer aspects at the project level as well as the administration of the change control process. The Sr. Analyst may also be responsible for reviewing project costs incurred by category, calculating future costs based on labor productivity, material price increases, subcontracts, wage rates and risk analysis.

**This will be an onsite position with fulltime deployment to Camp Lemonnier, Djibouti, Africa

Roles and Responsibilities

  • Analyze cost trends to correct errors and provide forward guidance that maximizes revenue and profit, while minimizing cost variances.

  • Develop and control baselines, budgets, and forecasts using program resource estimates with appropriately applied rates and factors.

  • Monitor schedule/milestones to facilitate estimates at complete (EAC) and process scope changes.

  • Prepare and deliver customer report deliverables per the contract terms and conditions.

  • Develop price/cost estimates utilizing complex pricing concepts and applications.

  • Develop Work Breakdown Structure (WBS), performing maintenance and charge number control.

  • Analyze program funding requirements, track subcontractor costs, and vendor invoices.

  • Application of FAR, CAS, and government accounting standards.

  • Perform unique and complex accounting and analytical tasks, including accruals, account reconciliation, and balance sheet analysis.

  • Develop presentations and reports for internal and external customers.

  • Implement process improvement initiatives within the Finance/Program group.

  • Participates in the development of functional strategy and may be responsible for global processes and procedures.

  • Balance multiple priorities in developing and carrying out both long and short-term objectives.

  • Identify, diagnose, and resolve complex problems independently.

Basic Qualifications

  • Bachelor’s degree in accounting, finance, or a related field.

  • Typically 7+ years of Project Controls experience; or an equivalent combination of education and experience.

  • Demonstrated knowledge of complex program management concepts (budgets, cost analysis, estimates to complete, project schedules, etc.).

  • Proficiency in Microsoft Office Suite. Advanced Excel skills, including pivot tables, VLOOKUP, SUMIF, charts, graphs, etc.

  • Must be fluent to read, write, and speak in English.

Preferred Qualifications

  • Experience with standard government agency reporting requirements (DoD).

  • Proficient knowledge in use of Deltek Costpoint, COBRA, COGNOS, OnBase, and Workday.

  • Ability to work independently and under pressure with minimum supervision.

  • Ability to multi-task and prioritize under frequently changing deadlines, inquiries, and related pressures.

  • Strong work ethic, mathematical/analytical skills, and communication skills.
