Base. Our services encompass program management, contingency and expeditionary, asset management
and recreation support, postal operations, safety services, logistics, and more. KBR ensures the base
operate smoothly, allowing deployed personnel to focus on mission execution.
Job Summary
The position will require the qualified candidate to be responsible for the full management, oversight, and execution of all official mail operations at Camp Lemonnier. This includes supervising all aspects of incoming and outgoing mail handling, x ray screening, sorting, distribution, customer service operations, postal finance controls, compliance with Military Postal Service regulations, and management of postal personnel. The role ensures timely, accurate, and secure processing of all mail in accordance with DoD, USPS, and NAVSUP policies
Roles and Responsibilities
1. Mail Processing & Operations Oversight
- Manage and supervise all daily mail service operations including:
- X‑ray screening, receipt, collection, sorting, scanning, distribution, metering, and dispatch of all incoming and outgoing mail.
- Ensure compliance with MPSA, DoD, USPS Domestic and International Mail Manuals, NAVSUPINST 5119.1, and CLDJ postal directives.
- Ensure incoming mail is available for customer pickup within eight business hours after carrier drop‑off.
- Oversee outgoing mail dispatch to ensure timely processing based on flight availability and required schedules.
2. Screening & Security Compliance
- Ensure 100% of inbound mail is screened by X‑ray for explosives, anthrax, and chemical/biological threats.
- Immediately isolate suspicious articles and coordinate notifications to Security, Quarterdeck, and Postal Officer.
3. Customer Service Management
- Ensure Post Office customer service windows operate during required hours (Mon–Fri 0800–1700; Sat 0800–1300).
- Provide oversize article handling, accountable mail services, stamp and money order sales, and directory services.
4. Postal Finance Controls & Accountability
- Serve or supervise the Custodian of Postal Effects (COPE) and ensure all financial accountability and postal funds management comply with MPM requirements.
- Ensure window clerks maintain accounts within USPS/MPSA required tolerances and that all mail is properly metered.
5. Personnel Management & Training
- Lead and supervise postal clerks, COPE personnel, and mail handlers.
- Ensure all postal personnel receive required formal instruction and maintain training compliance per DoD 4525.6‑M and MPM.
- Implement and manage the Mail Orderly Program and related training.
6. Mail Distribution & Delivery Coordination
- Ensure processed mail is posted and made available to customers by 1300 the same day following arrival.
- Manage delivery of mail to Air Ops portside, COLs/FOLs, and foreign service mail channels.
7. USPS Materials & Supplies Oversight
- Maintain inventory levels of USPS postal materials and supplies required for daily operations.
8. Compliance & Reporting
- Maintain complete and current SOPs and ensure all operations comply with Military Postal Service Procedures Manual, NAVSUP, USPS, and CLDJ regulations.
- Submit all required Mail Services SOPs and reporting per Section F of the PWS.

Certifications & Training
- Must complete and maintain all postal handling and security training per DoD 4525.6‑M and formal service postal activity requirements.
- Must meet all Personal Protective Equipment (PPE) and customer service training requirements.
Skills and abilities
- Strong leadership, supervision, and team management.
- Excellent organizational and communication skills.
- Ability to operate within strict time standards and security protocols.
- Proficiency with postal tracking systems and automated scanning equipment.
- Ability to work effectively in a high-pressure environment with multiple interruptions/distractions especially during peak hours or holiday seasons
Working Conditions
- Work is performed in secure postal facilities on CLDJ.
- Requires ability to stand for long hours, lifting, sorting and handling mailbags and packages.
- Must maintain professional appearance and customer service standards.
- Must be a US Citizen
- Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining.
- Should be a holder of Active secret Clearance or should be in position to obtain one.
- Must possess a driver’s license with at least 6 months of remaining validity.
