You will drive the achievement of high quality facility management, project management, security and business continuity management, space and lease management workplace safety and health and emergency preparedness in compliance with regulatory requirements, code of practices and industry best practices to ensure that the building and facilities of NLB are well utilized, secure and conducive in serving the diverse needs of communities across Singapore and in supporting the Board’s mission and vision.
[What you will be working on]
Provide leadership and oversight in 3 core areas of work within the Properties & Facilities Management Division.
Project Management, Space and Lease Management
- Drive the division’s collaboration efforts with multiple stakeholders in the planning and execution of multi-year library and archives development programmes, to achieve optimal total life cycle costs of construction and building maintenance.
- Direct the end-to-end project management of large-scale projects such as new/revamped library premises construction, major equipment upgrading/replacement, major preventive maintenance programme to ensure that project deliveries are within defined schedule, cost and quality standards.
- Direct the end-to-end space and lease management efforts to achieve alignment with NLB’s broader infrastructure strategy and plans and to optimize rentable space/facilities.
Building and Facilities Management
- Drive the alignment of the division’s facilities management initiatives with NLB’s strategic and operational plans through the planning, maintenance, daily operations and budgeting of the 29 NLB facilities and property administration programs.
- Drive the implementation of integrated FM and Smart FM initiatives to achieve efficient and effective service delivery and improve productivity.
- Spearhead and sustain GREEN initiatives to improve energy efficiency and reduce carbon footprint.
Workplace Health & Safety and Security & Emergency Preparedness
- Lead emergency preparedness in NLB to respond to and recover from any potential crisis in NLB’s network of libraries and archives and support Singapore in case of any major emergencies, through the formulation and execution of strategies, policies and plans relating to crisis management and business continuity planning.
- Consistently enhance and review the workplace safety & health and security management systems in NLB to ensure that NLB’s collections and documents are kept in a safe and secure manner and providing a safe environment for libraries users.
[What we are looking for]
- Minimum 15 years of relevant experience with at least 8 years in a leadership position
- Experience in a management position in the building and facilities management environment with strong knowledge in Engineering/ Building Services/Facility Management/Estate Management
- Proficient with budget preparation, public sector procurement rules and practices, regulatory requirements, and the ability to read blueprint specifications
- Strong vendor management, project management and stakeholder management skills
- Detail-oriented with strong analytical skills
The successful candidate will be appointed on a 2-year contract in the first instance.
