[What the role is]

This position leads and manages the procurement function In NParks and provides the strategic direction in procurement management across the entire agency including the development of innovative procurement solutions.

[What you will be working on]

Procurement Leadership – Develop and implement procurement strategies, policies and procedures that support NPark’s strategic objectives and ensuring effective execution

Procurement Governance and Oversight – Work with operational units to establish robust procurement processes and controls to ensure strong governance. Help to ensure projects are delivered within approved limits and comply with the government rules on procurement and agency procurement policies. Provide strategic information on procurement activities to the Senior Management to support transparency, fairness and value for money outcomes

Tender and Contract Administration – Oversee the operation of Procurement Function in providing comprehensive tender and quotation management through GeBIZ. This involves all service and construction-related tenders in line with established government rules, guidelines and compliance requirements.

Risk Management and Assurance – Work with operational units to ensure clarity in technical requirements and performance standards and mitigate risk exposure in ensuring successful delivery of outcomes and support audit reviews and internal process improvements and implement improvements to  procurement policies and procedures

Procurement Innovation and Process Improvement – Implement appropriate procurement methods for engaging consultants and contractors and make use of appropriate procurement methods and tender assessments to achieve innovation and enhanced productivity. Lay out the procedures for payments to ensure timely payments to consultants and contractors

Capability development through process improvement and digitalisation  - Conduct service journeys in improving stakeholder experience and process mapping to streamline, standardise and automate processes and enhance systems through the adoption of AI and other digital tools. Adopt competency-based approach towards the career and professional development of procurement officers. Conduct training to the rest of NParks officers and enhance procurement competency

Resource Optimisation – Operate effectively within tight fiscal conditions. Requires partnering with line units to drive cost efficiency and financial discipline while reviewing procurement structure to optimise limited manpower resources and enhance strategic business partnership capabilities
