Job Summary: This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Financial Resources (OFR). The mission of SAMHSA is to improve the quality and availability of treatment and prevention services for people with substance abuse and mental illness.

Major Duties:

  • Serves as the Director, Office of Financial Resources (OFR) and Chief Financial Officer (CFO) for the Substance Abuse and Mental Health Services Administration (SAMHSA). Provides executive leadership and oversight of all agency budget, financial management, grants, and contracts activities. Advises the Assistant Secretary on appropriations, financial planning, fiscal policy, and resource allocation. Directs the formulation, justification, presentation, and execution of the Agency's budget to the Department, the Office of Management and Budget (OMB), and Congress. Oversees financial reporting, budget execution, and compliance with the Chief Financial Officers (CFO) Act and other federal financial management requirements. Leads strategic planning for budget development, grants and contract administration, and procurement activities to ensure alignment with SAMHSA's mission and Departmental priorities. Represents SAMHSA in interactions with HHS leadership, OMB, Congress, and other federal stakeholders on financial and budget matters.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Comprehensive Financial Management and CFO Act Expertise. Extensive experience implementing the provisions of the CFO Act and related financial management requirements, including the application of federal budget, financial, accounting, and auditing principles and policies. Proven ability to manage large financial operations while ensuring strong internal controls, regulatory compliance, and sound financial stewardship throughout the full financial management lifecycle. Demonstrated skill in communicating complex budgetary and financial information to executive internal leadership and high-level external officials. TQ 2: Full Budget Lifecycle Leadership and Cross-Functional Financial Oversight Extensive experience leading multidisciplinary financial teams in executing the full federal budget cycle, including budget formulation, justification, execution, and performance reporting. Expertise spans contracts, grants management, grants review, program audit, and budget execution activities, ensuring integration across financial functions and alignment with statutory requirements and agency priorities. TQ 3: Large-Scale Grants Portfolio Management and Systems Optimization Extensive experience overseeing and managing large, complex grant portfolios across the full grants lifecycle, including formulation, solicitation, award, monitoring, compliance, reporting, and closeout. Demonstrated success in implementing and optimizing grants management technologies and financial systems to enhance accountability, transparency, operational efficiency, and compliance with statutory and regulatory requirements. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
