Job Summary: About the Position: Incumbent will serve as the Chief, Human Capital Division for the Defense Health Agency (DHA) enterprise, providing strategic management of human capital and senior expert advisory and consultative services to DHA's senior management officials. This position is located in Falls Church, VA. A relocation incentive may be authorized. Student Loan Repayment may be authorized. This is a Direct Hire Solicitation

Major Duties:

  • Perform a broad range of activities involving long-term planning and other strategic management approaches to develop integrated human capital strategic plans and management strategies.
  • Determine the core competencies required for DHA's current and future mission accomplishment. Develop integrated human capital strategic plans and management strategies and develop input on DHA human capital programs and requirements.
  • Perform the full range of supervisory functions to include providing direct supervision to assigned civilian employees directly and/or through assigned subordinate supervisors.
  • Develop and implement workforce strategies and programs that span the full employee lifecycle, strengthen leadership continuity, improve management effectiveness, and sustain a learning culture that drives continuous performance improvement.
  • Develop data-driven program performance measures, metrics, and analytical tools to determine and assess the effects of human capital programs, initiatives, and policies on the organization's mission accomplishment.
  • Formulate mid-and short-term plans and provide overall direction and functional expertise regarding all aspects of DHA human capital management.
  • Direct and manage functional operating programs to provide and/or coordinate comprehensive civilian Human Resources Management (HRM) services for the DHA enterprise including the Defense Health Networks and TRICARE Regional Offices.
  • Perform a variety of human resource/personnel policy functions, including personnel policy development, interpretation, implementation, and adaptation.

Specialized Experience: One year of specialized experience which includes utilizing human resources (HR) analytics to develop performance metrics and assess the effectiveness of human capital programs; briefing senior executives (i.e., Senior Executive Service, Flag/General Officer) on complex human capital matters; AND developing strategic human capital policies and initiatives to align with organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
