PRIMARY FUNCTION
The Director of Human Resources serves as a strategic people leader who ensures that HR practices enable employees to perform, grow, and deliver on the mission. This role builds scalable systems that reduce friction, strengthen leadership capability, and create an accountable culture where compliance is foundational and excellence in execution is the objective. The Director leads enterprise-wide HR programs including talent acquisition, onboarding, performance management, employee development, benefits, and retention in a way that accelerates the strategic priorities, mission execution, and core values of Yulista Holding, LLC and its subsidiary companies.
ESSENTIAL FUNCTIONS
Plan, develop, implement and evaluate various strategies for human resource management including, but not limited to the following:
Employee safety, welfare, wellness and healthcare programs.
Ensure ongoing compliance with federal, state, and local requirements (including AAP, SCA, FLSA, DOL, OFCCP, NLRB, and related federal contracting regulations), interpreting new requirements, advising leadership, and enforcing adherence.
Policy and procedure development, implementation and enforcement.
Compensation and benefit administration.
Employee recruitment, onboarding, development and training.
Performance management and improvement programs.
Work closely with senior executives to develop and align workforce planning with organizational strategy and future talent needs.
Develop training programs and facilitate training activities as necessary.
Foster proactive employee relations strategies to address concerns early, and lead the resolution of complex or escalated cases, collaborating with executive management and legal counsel on matters with potential legal exposure.
Ensure HR support is timely, solutions-focused, and purposeful in removing barriers to operational and contract success.
Drive effective talent acquisition by identifying strategic recruitment sources, guiding the selection of qualified candidates, and ensuring all hiring activities and records meet regulatory and compliance standards.
Participate in meetings with the Board of Directors, Executive Management Team, Human Resources Team and other various events.
Ensure that personnel needs are met in a fiscally responsible method
Foster a productive work environment that encourages positive and effective working relationships and open communication and that is respectful and inclusive of all employees
Continuously enhance job knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining professional networks and participating in professional organizations.
Provide leadership coaching and decision-making support that promotes consistent expectations, early intervention, and healthy accountability.
Ensure adherence to master plans and schedules; develops solutions to functional area problems and directs work of employees assigned to business disciplines and those matrixed to various programs / projects.
May be required to perform other related duties to ensure the ongoing needs of the organization are met.
SUPERVISORY RESPONSIBILITIES
Provides overall direction for human resources function including exempt level decision making in relation to interviewing, hiring, termination, performance reviews and corrective actions. Leads and develops an HR team focused on proactive service, strong business partnering, and timely support to the subsidiaries, with accountability for measurable service delivery standards. This position has the responsibility and authority to carry out and execute assigned tasks.
KNOWLEDGE, SKILLS, & ABILITIES
Experience supporting Government contract growth environments, including bid transitions, workforce planning, onboarding at scale, and employee mobility across contracts.
Demonstrated ability to coach leaders through performance management, early intervention, and accountability decisions.
Advanced computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, regulatory requirements and procedure manuals.
Ability to write complex reports and correspondence
Demonstrates exceptional interpersonal skills and the ability to work collaboratively with all levels of management and staff, as well as external partners including customers, vendors, suppliers, legal counsel, and regulatory officials.
Maintains a high level of trust and discretion when handling confidential information.

Must be able to work independently and stay on task with minimal to no supervision
Effectively prioritizes competing needs across a multi-group/subsidiary environment.
QUALIFICATIONS
Bachelor’s Degree in Human Resources, Business or other related field.
10+ years’ experience in Human Resources Management.
In depth knowledge of Service Contract Act requirements, DOL, OFCCP and EEO regulations.
Experience working with unionized workforces adhering to respective collective bargaining agreements to include participation in negotiation activities as required.
Ability to pass a drug and background screening.
Must be able to obtain a government security clearance.
