Governance & Decision Enablement Leader - Digital and Emerging Technologies

Role Overview

The Governance and Decision Enablement Leader is a senior technology leader responsible for establishing clear, scalable governance and decision‑making frameworks across Digital and Emerging Technology initiatives. This role partners closely with technology, architecture, risk, compliance, and business stakeholders to ensure complex initiatives—spanning modern platforms, emerging technologies, and enterprise systems—are aligned with strategy, standards, and risk expectations.

This leader provides direction across multiple teams and initiatives, enabling faster, higher‑quality decisions by bringing structure, transparency, and rigor to how technology investments are evaluated, prioritized, governed, and delivered. The role blends people leadership, portfolio oversight, and strategic advisory responsibilities, with a strong focus on enabling enterprise outcomes while maintaining operational discipline.

Key Responsibilities

Governance & Decision Enablement

  • Establish and evolve governance frameworks, decision forums, and operating mechanisms that support Digital and Emerging Technology initiatives across the enterprise.
  • Enable consistent, high‑quality technology decisions by defining clear intake, prioritization, escalation, and approval processes.
  • Partner with architecture, risk, compliance, and business stakeholders to ensure governance practices align with enterprise standards, policies, and regulatory expectations.
  • Provide transparency into technology portfolios, trade‑offs, and dependencies to support executive‑level decision‑making.

Technology Leadership & Partnership

  • Work closely with application owners, platform leaders, and business partners to advise on technology options, implications, and delivery considerations.
  • Provide leadership and oversight across multiple complex initiatives, ensuring alignment to strategy, architectural direction, and delivery best practices.
  • Act as a trusted advisor to stakeholders on emerging technologies, implementation approaches, and enterprise impacts.

People & Team Leadership

  • Promote a culture of inclusion, engagement, and professional growth while maximizing individual and team contributions.

Delivery, Quality & Operations

  • Monitor delivery performance and continuously improve processes, tooling, and governance practices.

Financial & Portfolio Management

  • Plan and manage budgets for projects and programs within scope, ensuring responsible investment and alignment to outcomes.
  • Support portfolio‑level planning, forecasting, and capacity management.

Basic Qualifications

  • Bachelor's degree, or equivalent work experience 
  • 10 or more years of experience with developing and implementing applications 
  • Eight or more years of experience with major tasks, deliverables, formal methodologies and disciplines for delivering new or enhanced applications

Experience Should Include

  • Extensive experience in IT service management, project or program management, and enterprise delivery
  • Experience supporting or governing large‑scale platforms or enterprise systems (e.g., ERP, core platforms, shared services)
  • Strong background in information management and application delivery environments
  • Experience working with modern application development tools and platforms

Subject Matter Expertise

  • Enterprise technology environments and operating models
  • IT standards, policies, and governance practices
  • Systems management, implementation oversight, and application delivery lifecycles

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $139,230.00 - $163,800.00
