Job Summary: Diagnostic Radiologic Technologist (PACS).This position serves as a liaison for the Office of Information and Technology (Ol&T), Biomedical Engineering staff and clinical users to ensure the PACS system is configured to optimize imaging including distribution capabilities; develops methods and programs to evaluate, monitor and maintain digital imaging and voice recognition systems; serves as team leader in planning, developing, and instructing users in the operation of PACS network elements.

Major Duties:

  • Oversee the operation of and the training on multiple imaging computer systems that support the Imaging Service, to include Vista Radiology, PACS, Foundations, Medicom, Voice Activated Dictation System, General VistA operation, and serve as the back-up ADPAC for Imaging Service. The PACS Technologist provides clinical training and support to all other clinical services within the Medical Center and CBOCs on the use of the PACS system as well. Provides first line technical support for image transmission and display issues involving modalities, PACS, Vista interfaces, workstations, and printers. Performs repairs, when possible, instruct users on proper operation or temporary workarounds, and coordinates service or vendor repair requests as needed. When standard procedures fail, consult technical manuals to identify and resolve issues. Investigates system malfunctions to determine root causes, isolates specific problems using diagnostic and error recovery tools, and implements corrective actions. Engages vendor representatives for assistance with issues beyond available troubleshooting methods. Incumbent supports the proper functioning of the Background Processor and Image Gateway monitoring and maintenance, purge functions, DICOM dictionary formulation and maintenance, image transmission and processing failure analysis, load balancing, Routing Processor definitions and maintenance, Text Gateway functionality, establishing and maintaining Image pre-fetch logic, etc. Works closely with Information Technology Service (IT) specialists and Biomedical Engineering as needed. Prepares necessary upgrade and maintenance contract expenditures to assure system operation. Assists with the plans, installation, testing and implementation of PACS and related systems including application systems, networking interface software and system administrative software. Coordinates activities with PACS Program Analyst and Biomedical Engineering personnel assigned to Radiology, Vista Imaging users, and support personnel on computer-related matters to ensure that all issues are adequately addressed and interface activities are conducted as effectively and efficiently as possible. Incumbent ensures daily functionality of CR readers and provides quarterly reports of quality assurance with all aspects of this equipment. Ensure acceptable levels of system performance by utilizing various tools for monitoring system performance, capacity planning, and imaging management/maintenance to adjust system and operation parameters as necessary. Performs daily review of all imaging exams to verify successful transmission of images, corrects transmission and exam errors as needed, and ensures timely completion and finalization of imaging reports and exam records in the system. Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance. Provides training to radiologists and technologists in proper and efficient use of imaging hardware and software and in use of PACS, Voice Activated Dictation, TeleRad, Foundations, Vista and CPRS software. Coordinates training and development of instructional materials for display of radiographic images at clinical workstations. The incumbent assists the PACS coordinator in planning, developing and instructing users in the operation of PACS network elements, the integration of these with related systems, and recommends corresponding upgrades. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Advanced ARRT certification is required for assignments that include Mammography (M), CT, IR and MRI duties performed independently, as applicable. Education: Completion of a full-time training course of at least 24 months in duration (or the 2 equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). NOTE: Assignment to the clinical program director requires meeting JRCERT minimum educational standards as noted in the assignment description. Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation, and is accredited by an organization recognized by the Department of Education, and be certified as radiographers in their field. GS-11 Grade Level Required Experience: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates: At least one year of experience equivalent to the next lower grade level (GS-10) directly related. This position researches and or/analyzes problems, issues, or program requirements supporting the functions of a digital imaging system; performs complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links necessary to interface with the HIS (Hospital Information System), Application Entity (AE) titles, individual and user group creation, and access management, system filters, exam code dictionaries, DICOM configuration testing, hanging protocols, voice file exchange, and other duties associated with this position. The incumbent ensures compliance with all national and VA information and security requirements, including archiving of images to VistA imaging. This position may independently function as a DRT, which may include complex modality such as CT, MR, mammography, ultrasound, and IR. The candidate must demonstrate all of the following technical KSAs: Knowledge of contingency plans during equipment downtimes. Ability to act as liaison for Radiology with biomedical engineering and OI&T. Ability to develop methods and programs to evaluate, monitor, and maintain digital imaging and voice recognition systems. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation. There is occasional moderate exertion such as lifting multi-exposure film cassettes or assisting other technicians in lifting and positioning patients.
