Job Summary: This vacancy is for a GS-0340-14, Deputy WMEC Product Line Manager located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-SFLC WMEC PROGRAM DEPOT MAINT BRANCH-NORFOLK VA in NORFOLK, Virginia.

Major Duties:

  • You will serve as a Deputy WMEC Product Line Manager and be responsible for providing ongoing management continuity by performing a variety of duties that manage requirements for budget, manpower, materiel, facilities, and services needed to support the WMEC Vessel System. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Supervising a group of employees performing work at the GS-12/13 level. Provides senior level administrative and technical supervision necessary for accomplishing the work of the unit. Managing the product line to include providing routine and emergent (casualty) support for all assigned assets and their subsystems in support of operational requirements and mission execution needs, integrating and expediting required work from the PL's subordinate sections, other SFLC Divisions, and other field activities. Coordinating the collection of required data, associated with established metrics for key activities for the Product Line, so that success of the Product Line support to the vessels can be gauged and areas of concern identified. Developing original concepts for advanced business systems, controls, or analysis. Identifies alternative approaches or compromises to develop the most cost-effective business solutions. Analyzing demand trends, stock positions, procurement lead time, mission changes, operational plans, and maintenance schedules, to determine material support requirements and develop long-range forecasts for base up to five future years for material requirements. Providing officer evaluation for report input to the PLM on key military members. Supervising subordinate civilian and military members. Planning, recommends and participates in developing strategies for implementing planning for a major office or program.

Qualifications: To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Developing and managing an annual budget based on system support requirements, maintenance planning, and lifecycle logistics. Developing networks and building alliances; collaboration across boundaries to build strategic relationships and achieve common goals. Conducting civilian and military employee evaluations; development of performance goals, conducting periodic performance reviews, drafting evaluation reports. Understanding HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
