[What the role is]

Deputy Director, Ecosystem Development reports directly to the Director and is responsible for translating strategic vision into operational excellence. This role serves as the senior operational leader for integrated business development, stakeholder engagement, and partnership strategies across HSA's three core domains: healthcare regulations, blood services, and forensic sciences/medicine.

This role is primarily responsible to lead on ecosystem development, with the objective of establishing Singapore as a premier regional biotechnology and medical technology hub. These include not limited to thought leadership, healthcare innovation, patient access strategy formulation and implementation.

Arising from the above, this role will also encompass building and maintaining strategic relationships with diverse stakeholders including diverse stakeholders including global domain-specific partners (such as national/regional/international regulators and blood banks), industry partners, healthcare institutions and professionals (and its associations), and the public.

[What you will be working on]

Strategic Leadership:
• Leads operationalisation of long-term strategies; oversees comprehensive horizon scanning; provides strategic counsel to Director and CEO with implementation recommendations.

Ecosystem Development (including pro-enterprise efforts):
• Leads complex initiatives including large-scale partnerships; directs comprehensive analysis; oversees pro-enterprise strategy implementation; leads strategic gap analysis.

Stakeholder Engagement:
• Cultivate and sustain high-level, strategic alliances with international regulators, global industry leaders, healthcare institutions and professionals, and key public interest groups to foster collaboration and advance HSA’s leadership role locally and internationally.

Organisational Influence:
• Champion a culture of strategic thinking, continuous improvement, and proactive engagement throughout the organisation, ensuring alignment with HSA’s long-term goals and values.
• Develop and mentor a high-performing team to enhance organisational capabilities in business development, stakeholder engagement, and partnership management, ensuring a robust pipeline of future leaders for HSA.

[What we are looking for]

• Strong background in life sciences, public health, business administration, communications or related discipline is required.
• Minimum 10-12 years of progressive leadership experience in business development, partnership management, or stakeholder engagement within the healthcare, pharmaceutical, regulatory or related sectors.
• Demonstrated experience working with regulatory bodies, healthcare institutions, or scientific organisations is essential
• Strong strategic thinking and planning capabilities with proven ability to develop and execute comprehensive partnership strategies.
• Outstanding relationship-building and stakeholder management skills across diverse audiences including government agencies, industry partners, and international organisations.
• Cultural sensitivity and ability to work effectively in international and multicultural environments.
• Results-oriented mindset with demonstrated ability to deliver measurable outcomes in partnership development and stakeholder engagement.
