Job Summary: As Deputy Director for the Office of Agency Services (OAS) within the Farm Credit Administration (FCA), you will support the OAS Director in the planning, development, implementation and overall direction of OAS programs including Learning & Organizational Change, Operations Division, and Human Resources Division. This position is located in McLean, Virginia.

Major Duties:

  • As Deputy Director for the Office of Agency Services (OAS) you will: Assist the OAS Director in overseeing and managing the day-to-day operations and timely flow of work products, information, and services. Serve as Deputy Chief Human Capital Officer (DCHCO) and senior advisor to the Chief Human Capital Officer (CHCO) in providing leadership and direction across the organization related to Federal mandates, initiatives, policies and requirements pertaining to FCA and OAS including how best to implement them. Monitor and evaluate the effectiveness of HRD programs and functions. Maintain effective communications and coordination of operational matters between OAS and other FCA offices. Assist in determining, presenting, and justifying OAS staff, budget, and logistical resources needed to accomplish goals and objectives. Establish and maintain continuing liaison with FCA counterparts, officials of other agencies, and representatives of various institutions and private industry. Exercise supervisory authority directly, or indirectly through senior managers, to ensure programs are administered effectively and in accordance with objectives and priorities.

Qualifications: You may qualify at the VH-43 band level if you have at least one year of specialized experience, obtained in the public or private sector, equivalent to the VH-41 (GS-15) band level or higher in the Federal service that has equipped you with the competencies to perform the minimum qualifications for this position. The minimum qualifications, typically gained through progressively responsible management or executive-level assignments, are the following: Overseeing and coordinating the work of organizational units, including assigning work, directing changes to programs and priorities, and evaluating performance against goals; Managing employee performance and growth, including evaluating employee readiness for successive roles, recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues; Overseeing the implementation of and improvements to the recruiting, hiring, training, utilization, and succession readiness of staff; Managing operational activities for at least two of these functional areas: Human Resources, Learning and Development, Personnel Security, Facilities Management, and Workforce Planning; Managing an overall budget and cost management activities for an office or organization; and Planning, organizing, evaluating, and directing the activities of operational staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
