Deputy Director of Coaching and Technical Assistance

ICF seeks a Deputy Director of Coaching and Technical Assistance that will manage the coaching and technical assistance team within Quality Support Center (QSC), ensuring effective service delivery and ongoing quality improvement that reflect preK’s values of equity, inclusion, and trauma-informed care. The Deputy Director plays a vital role in advancing preK’s mission to provide high-quality, accessible early childhood education that prepares children for school and lifelong success.  PreK is universal pre-kindergarten initiative, dedicated to ensuring that every child has access to high-quality, affordable early learning experiences. The program’s mission is to promote positive outcomes for children, families, and communities by: Expanding access to quality pre-K education for all eligible children, elevating instructional standards and operational excellence among providers. Advancing equity, inclusion, and cultural responsiveness. Strengthening community partnerships and family engagement Utilizing data to drive continuous improvement and accountability. This position requires 20% or more local travel within the Greater Philadelphia Area.

Key Responsibilities:

  • Build collaborative partnerships to advance program goals and strengthen early childhood services in Philadelphia. 
  • Represent preK coaching and technical assistance at interagency meetings, advisory groups, and community forums to align coaching and technical assistance efforts. 
  • Use data analysis to identify trends, support decision-making, and drive continuous improvement. 
  • Prepare clear, comprehensive reports for the City, funders, and program leaders to ensure transparency and accountability. 
  • Uphold diversity, equity, and inclusion in all program activities and interactions. 
  • Design, implement, and monitor evidence-based coaching strategies to support high-quality early learning environments. 
  • Develop and manage tiered support systems that address provider needs and performance. 
  • Oversee data collection, management, and analysis to inform program practices and outcomes. 
  • Ensure all documentation is accurate, timely, and follows data retention policies. 

Basic Qualifications :

  • Bachelor’s or Master’s degree in Early Childhood Education, Child Development, Social Work, or a related field required 
  • Minimum of five (5) years of experience in early childhood education, with at least three (3) years in a supervisory, coaching, or technical assistance capacity. 
  • 2+ years of experience with evidence-based coaching models, trauma-informed care, and inclusion practices. 
  • 2+ years of experience with Philadelphia/PA ECE, including strong knowledge of Pennsylvania’s Keystone STARS and early learning standards.   
  • 2+ years of experience with early childhood systems, Philadelphia’s ECE landscape, and the unique challenges facing community-based providers. 
  • 2+ years of experience partnership development, stakeholder engagement, and collaborative leadership. 
  • 2+ years of experience managing data systems, analyzing program outcomes, and reporting to stakeholders. 

Professional Skills :

  • Strong leadership, communication, and organizational skills. 
  • Ability to work effectively with diverse populations and collaborate with multiple agencies and partners. 
  • Deep commitment to diversity, equity, and inclusion, with experience implementing DEI strategies in educational settings. 
  • Proficiency in data systems, reporting tools, and Microsoft Office applications. 
  • Exceptional written, verbal, and interpersonal communication skills.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$60,940.00 - $103,598.00
