The SME Pro-Enterprise Office (PEO) is responsible for shaping and delivering whole-of-government pro-enterprise regulatory transformation by coordinating cross-agency efforts and addressing business feedback on complex or emerging regulatory issues.[What you will be working on]
As Deputy Director of Communications & Engagement, you will lead the team to develop and operationalise an integrated communications and engagement strategy to drive whole-of-government (WOG) pro-enterprise regulatory transformation and increase businesses’ confidence in the regulatory ecosystem.
Key Responsibilities
Leadership & Team Management
Lead and develop a team to deliver integrated communications and engagement strategies across around 50 regulatory agencies. Set directions for communications and engagement initiatives and ensure team’s capability development to meet evolving stakeholder needs.
Stakeholder Engagement
Design and deliver industry engagements with public service leaders and/or Political Office Holders to gather feedback and sentiments from the business.
Cultivate key stakeholders and build partnerships with Trade Associations & Chambers, business communities and regulatory agencies to serve as channels for feedback and/or as advocates for pro-enterprise regulatory efforts.
Oversee and manage the Pro-Enterprise Panel (PEP), including the appointment of members, and curation of agenda for the Pro-Enterprise Panel meetings, to foster strong public-private partnership and advance pro-enterprise objectives.
Build a Community of Practice for regulatory officers and plan engagement activities to promote cross-agency learning and interaction, to foster a pro-enterprise mindset among regulatory officers.
Business Perception and Insights
Design and manage survey tools and methodologies to gather perceptions and sentiments on business regulations from Singapore businesses and agencies. Draw insights from the surveys to identify trends and agencies’ areas for improvement.
Recognition Framework
Oversee the PEP - Singapore Business Federation Awards including the calling for nominations, evaluating the nominations, and organising the awards ceremony. Guide the development of publicity materials.
Design platforms and incentives to recognise or reward regulatory officers for demonstrating pro-enterprise mindsets.
Communications Strategy & Media Relations
Develop and oversee public and media engagement strategies, working with agency communications teams to coordinate key messages on regulatory improvements and pro-enterprise efforts.
Manage media relations including press releases, key messages, and crisis communications. Ensure consistent narrative across agencies regarding Singapore's regulatory ecosystem.
Content Strategy & Event Management
Conceptualise and direct content development to amplify pro-enterprise efforts by PEO and regulatory agencies. Develop case studies, success stories, and multimedia materials.
Oversee planning and execution of engagement events such as forums, roundtables, and press conferences with regulatory agencies and business stakeholders to promote pro-enterprise agenda
Crisis Management & Cross-Agency Coordination
Lead crisis communication responses, developing comprehensive plans and coordinating messaging across agencies during regulatory or operational challenges. Monitor public sentiment and provide recommendations to senior leadership.
[What we are looking for]
What You’ll Be Using and Applying
Minimum 8 years in public relations, communications, or stakeholder engagement, with at least 3 years in management roles
Experience in public sector, corporate, or SME environments preferred
Strong leadership, strategic thinking, and project management capabilities
Excellent communication skills with ability to engage diverse stakeholders including government agencies, businesses, and media
