Job Summary: This position is the Deputy Director of the Air Force Civil Engineer Center (AFCEC) at JBSA, TX. Leads 2,100 personnel across 75+ global sites for AFIMSC. This role oversees full-spectrum infrastructure, including facility design, energy assurance, and environmental compliance. Key duties include executing $10.5B in annual contracts and managing a $10B housing portfolio. The Deputy represents the DAF on civil engineering matters at senior executive levels within government and industry.

Major Duties:

  • The AFCEC Deputy Director serves as a senior executive leader for a 2,100-person Primary Staff Unit (PSU), providing full-spectrum installation engineering, infrastructure management, and environmental oversight for the Department of the Air Force (DAF) across more than 75 global sites. The AFCEC Deputy Director provides critical support to the AFCEC Commander in leading a diverse workforce of approximately 2,100 personnel. This role is responsible for a comprehensive portfolio that includes responsive installation engineering, enterprise infrastructure acquisition, facility investment planning, and design and construction oversight. The Deputy Director ensures operational excellence across Joint Base San Antonio (JBSA), Tyndall AFB, and 75 additional worldwide locations. By integrating advanced acquisition and program management principles, the incumbent develops expeditionary Concept of Operations (CONOPs) and Tactics, Techniques, and Procedures (TTPs) to enhance mission readiness for both the Air Force and Space Force. As a primary DAF representative, the Deputy Director engages in significant interaction at the General Officer (GO) and Senior Executive Service (SES) levels. They interface regularly with national, state, and local elected officials, as well as senior leadership from other government agencies such as the Department of State, Department of Energy, EPA, and the Bureau of Land Management. Furthermore, the Deputy Director represents DAF Civil Engineer interests within prominent industry forums-including SAME, AGC, and DBIA-and maintains direct lines of communication with industry CEOs and COOs regarding housing, energy, and construction trends. This role is pivotal in bridging the gap between government requirements and industry capabilities. A core responsibility of the Deputy Director is the mentorship and development of the total force. The incumbent is tasked with creating an open, inclusive work environment free of bias, harassment, or discrimination, ensuring all employees feel valued. By participating in Management Level Reviews and Developmental Teams, they proactively build effective teams within AFCEC and across the AFIMSC enterprise. The Deputy Director leads complex negotiations, such as those involving utility rate issues, and excels at building consensus to resolve internal and external conflicts. Their leadership is defined by a dedication to process improvement and the implementation of change initiatives that support the functional requirements of the DAF.

Qualifications: Eligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. The incumbent must have mature professional judgment essential to enable the incumbent to represent a military department in both strategic and technical discussions and negotiations throughout the DoW and the Federal Government. TQ2. This position is required to provide leadership of the single organization responsible for all AF real property and infrastructure facilities valued at $460B. Required to ensure AF compliance with public law and executive orders on all environmental, military construction, energy, housing, emergency management and real property matters. Position directly executes $10.5B in MILCON, Restoration and Modernization, Environmental, and Real Property projects in CONUS, OCONUS and contingency AORs. Manages and indirectly influences execution of A&AS, A&E Services, Construction Services, and operations contracts valued at $38.2B as well as $10B housing privatization and $251M enhanced use leased portfolios.
