Job Summary: As the Deputy Comptroller for Human Capital, you will report and function as the key advisor to the Senior Deputy Comptroller for the Office of Management on the formulation, development and implementation of OCC-wide human capital program strategies, plans, and resources. This position is located in Washington, DC.

Major Duties:

  • As the Deputy Comptroller for Human Capital, you will: Oversee the design, establishment and coordination of an integrated, comprehensive enterprise-wide human resource program that effectively recruits, trains, develops, and retains a high-quality workforce to fulfill the agency's mission. Functions include human resource development and education, compensation and benefits, recruitment and staffing, classification, performance, labor and employment relations, and information systems. Set the strategic vision and goals for the organization and provides executive leadership and direction to human resources managers at all levels to ensure they understand their human capital management and planning responsibilities. Establish priorities in support of the OCC's strategic plans. Develop short- and long-term strategies to plan and manage the resources to ensure the organization's activities support the Comptroller's vision. Ensure that the OCC meets relevant Federal government statutory, regulatory, and policy requirements governing all human resource management functions. Serve as the key human resources policy advisor within and outside the agency. Represent the human resources organization with agency business lines, or the OCC in meetings, conferences and negotiations with key officials in agencies and associations on issues related to human resources management and policy, offering innovative approaches to improving human capital processes and performance. Lead, motivate, coach and develop the staff of the human capital organization.

Qualifications: You must meet the following requirements by the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VII band level or GS-15 grade level in the Federal service. Examples of specialized experience for this position include: Experience executing, directing, or managing the delivery of human resources (HR) services involving one or more of the following functions: recruitment and placement, position management and classification, compensation, employee relations, labor relations, employee benefits, oversight of human resource information systems/data analytics, accountability, or human resource development; AND Experience advising senior management on HR policies and administration; AND Experience providing input to the strategic planning of human capital resources for an organization. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
