POSITION DESCRIPTION

COUNTY OF HAMILTON, INDIANA

POSITION: Deputy Assessor

DEPARTMENT: Hamilton County Assessor

WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F

STATUS:  Full-time

FLSA STATUS:  Non-exempt

HOURLY RATE: $26.9583 per hour

Incumbent serves as Deputy Assessor for the Hamilton County Assessor, responsible for preparing and processing various forms, maintaining records, and assisting the public.

DUTIES:

Processes personal property tax returns, including auditing for accuracy and completeness, communicating with taxpayers to resolve errors and omissions, calculating annual depreciation and assessments, typing and mailing notices of assessment, filing forms, responding to extension requests, and entering data on computer, such as leased equipment, new businesses, parcel numbers, names, and addresses.

Assists in field collection of information used to properly assess personal property in the township.

Processes mobile home assessments, including calculating depreciation and assessed values, and entering on computer.

Processes sales disclosures which includes analyzing, validating, and entering into databases.

Creates spreadsheet databases and other forms as needed.

Performs year-end tasks, such as downloading data to Auditor, and generating and proofreading personal property reports.

Assists with real property procedures including, data entry, reviews new construction building permits monthly, ensuring all were listed and measured, entering on computer, and generating worksheets for field personnel. Assists with new construction, including sizing and pricing new lots, auditing field data before posting, and assisting with calculations.

Assists with reassessment, including sizing and pricing lots, printing area maps using GIS, reviewing lot prices for consistency, and entering data for new or revised sketches.

Answers telephone, receives office visitors, providing assistance and information, explaining assessed valuations, locating/researching various records, and/or providing copies.

Maintains/updates taxpayer data on computer. Prepares and processes correction of errors, changes and omission forms for personal property.

Periodically assists with various office functions as needed, such as preparing bulk mailings and printing computer reports.

Performs related duties as assigned.

I.  JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED.

Working knowledge of department policies and procedures, and ability to apply such knowledge to a variety of interrelated tasks.

Ability to read, comprehend, and apply Indiana real estate and personal property assessment guidelines, and perform required arithmetic calculations in determining accurate assessed values.

Ability to prepare, process and maintain real estate records, including property record cards and computer files.

Ability to type with speed and accuracy and properly operate standard office equipment, such as calculator, copier, computer, printer, fax machine, and telephone.

Ability to effectively communicate orally and in writing with co-workers, other County departments, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to work alone with minimum supervision, and maintain appropriate, respectful interrelationships with co-workers.

Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.

Possession of a valid Indiana driver's license and demonstrated safe driving record.

II.  RESPONSIBILITY:

Incumbent performs standard, recurring duties according to department policies and procedures and state guidelines. Incumbent receives general supervision, priorities primarily determined by supervisor and formal deadlines. Errors in incumbent's work are usually prevented through procedural safeguards and are detected through notification from other departments, agencies or the public. Undetected errors may result in loss of time for correction and/or inconvenience to other agencies or the public.

III.  PERSONAL WORK RELATIONSHIPS:

Incumbent maintains communication with co-workers, other County departments, and the public for purposes of exchanging information and explaining assessed values.

Incumbent reports directly to the Hamilton County Assessor.

IV.  PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment involving keyboarding, speaking clearly, close vision, and hearing sounds/communication.
