Job Summary: This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration. All qualified applicants are encouraged to apply. Major Duties:

  • Lead the development and implementation of Office of Workforce Investment (OWI)'s mission-aligned strategies; oversee front office operations (budget, human resources, administration); monitor performance, identify solutions, and drive program enhancements. Direct resource planning and allocation, relate expenditures to outcomes, and foster innovation and cost-effective operations across OWI. Interpret federal legislative requirements for state workforce development programs and American Job Center (AJC) operations; formulate and draft regulations to implement new initiatives and improve existing rules, including stakeholder consultation. Recommend national policies and legislative proposals; provide technical assistance to Congress and policymakers in coordination with Department leadership and the Office of the Solicitor. Coordinate with ETA offices and other federal agencies to integrate programs and services; oversee governance structures including state plan development and waiver approvals in collaboration with regional offices. Support operations of AJCs and the federal-state labor market information system; lead policy efforts to improve worker re-employment and response to dislocation. Direct the design, solicitation, review, award, and implementation of formula and discretionary grant programs for adults, dislocated workers, youth, incumbent workers, tribes, and other designated populations; guide pilots/testing of specific strategies; ensure performance, compliance, and effective technical assistance to grantees. Serve as principal advisor and spokesperson for OWI, representing the Administrator with Congress, the White House, other federal entities, and external stakeholders. Manage Federal Advisory Councils and provide policy leadership and oversight for the Work Opportunity Tax Credit (WOTC) program. Lead Directors of OWI program offices and divisions to share information, resolve issues, prioritize resources, and align cross-cutting systems. Assess talent and capabilities; promote a high-performing, innovative culture with candid, timely feedback that advances organizational goals. Coordinate action plans and ensure strategic alignment of all Office efforts.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Expert knowledge of the public workforce investment system, including publicly-funded employment and training programs, improving the skills and economic mobility of a community, and developing interrelationships of Federal, State, and local government programs. TQ 2: Experience planning and executing large-scale program or policy changes to improve employment outcomes across an entire state or the country, which are either public-private partnerships, or are partnerships across workforce development programs and other systems such as education, human services, health, corrections, justice, or economic development. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
